280 TO RECEIVE ANY DECLARATIONS OF INTEREST
Cllr Jennings declared an interest in item 4 20/0983/HOUS.
281 MINUTES OF THE MEETING HELD ON 8 JULY 2020
It was resolved to adopt the Minutes as a true record. It was resolved that these would be signed by the Chairperson at the next physical meeting of the Council.
282 PLANNING having already been circulated to Cllrs
Chairperson read out the determinations for information only:
20/0416/VARCON – Land to rear of 27-37 South Scarle Lane – determined and approved.
20/0680/HOUS – 8 Chapel Lane - determined and approved.
20/0639/FUL – Grove Pet Foods, Lodge Farm, Wigsley Road -determined and approved.
Applications withdrawn, for information only:
20/0388/FUL – Brookside Eagle Road, North Scarle – application withdrawn.
Chairperson proposed that future minutes should include result of PC voting on planning as follows: all in favour, majority in favour, all against, majority against. Resolved as agreed.
Applications for consideration and resolution:
Responses had been collated by email and forwarded to NKDC in line with our Covid-19 Policy, regarding the following applications:
20/0855/RESM – Land adjacent to Sundara 43, South Scarle Lane – no objections, but comments were made regarding the sewerage system problems.
20/0789/PNND – Enfield 1 Spalford Road, North Scarle - there was one declaration of interest, no objections but comments were made that better site plans are needed.
Applications - discussion and resolution required:
20/0983/HOUS – 40 South Scarle Lane – single storey extension. Resolved that there were no objections (all in favour)
20/1006/OUT – Land adjacent to Sycamore Cottage, Chapel Lane – erection of 5 bungalows, car parking and flood water lagoon. Resolved to object (all against)
20/1114/TPO – Treeworks T1 Beech – 30 South Scarle Lane. Resolved that there were no objections (all in favour)
20/1074/FUL – White Hart Inn, 2 High Street – change of use of letting bedrooms. Resolved that there were no objections (all in favour)
283 FINANCES
A schedule of payments made between 1 July and 31 August 2020 was circulated to the Parish Councillors. It was resolved to sign and countersign invoices paid via BACS at the next physical meeting of the PC.

284 NKDC REPORT
Cllr Overton requested that his reporting be moving higher up the agenda and this was agreed.
- Grants for businesses - NKDC distributed oversubscribed £1.03m discretionary fund. New Recovery Grant opens from September for Covid-related projects.
- Environment Scrutiny Board – good discussions regarding carbon reduction plans.
- Transport – LCC needs to meet own targets.
- Boundary Commission – has been suggested North Scarle will be with Eagle and Skellingthorpe, depending on Government suggestion of a unitary system?
285 COVID 19 POLICY
It was resolved to extend the Covid 19 policy for as long as necessary.
286 FUTURE COUNCIL MEETINGS
It was resolved that the best place for future face to face meetings would be the village hall, subject to costs.
287 NOTICE BOARD
It was resolved that the best place for the notice board would be near the conker tree on the bridge. Clerk to contact LCC regarding moving to their land. The notice board at the Post Office will be refurbished.

No comments regarding this.
289 SEWERAGE WORKING PARTY
Cllr Cobb has resigned as Chairperson of the Working Party and there were no volunteers to replace him. Cllr Jennings thanked him for his hard work. Consideration will be given to the future of the Working Party.
290 VE DAY/VJ DAY end of WWII hostilities
The school had suggested purchase of a flagpole with a donation from Council. It was resolved that this idea was agreed with a potential donation of £100 from PC (depending on total cost) and suggested that the school may be able to request funds from LCC’s community fund. Cllr S Walsh will liaise with school re price.
291 NEW PARISH COUNCIL WEBSITE
Clerk informed Cllrs that LCC are providing Parish Councils with new, free websites which she is having to build. LCC have provided free training and support. This will replace the old website and will be switched over at the end of 2020.
292 QUANTUM BROADBAND
Following research done by the Chairperson, he proposed that the PC does not move forward with this and this was resolved.

293 SALE OF OFFICE ITEMS/SHED
Sale of office items will be kept under review.
294 RESIGNATION OF LITTER PICKER
Following the resignation of our litter picker it was resolved that we should advertise the position. Cllr Cobb commented on the excellent job done by our outgoing litter picker.
295 WEIGHT LIMITS INTO SPALFORD
Chairperson had received correspondence from a parishioner questioning the new weight limit signs at road junctions entering Spalford. PC had no prior notice of the signs. LCC Cllr Thompson is looking into these. Cllr Thompson confirmed the signs are to warn of a pre-existing weight limit which is enforceable for through traffic.
296 IMPROVEMENTS TO THE VILLAGE
Suggestions for possible future improvements were:
- Cemetery car park
- Benches
- Streetlights
- Play park
297 LCC REPORT
Cllr Thompson read his report:
- Attended AGM of HW Lincs. NHS Citizens panel for people interested in supporting the NHS.
- Ongoing signage and drainage issues.
- Cllr Cobb commented on speeding in the village. Chairperson had seen complaints on Facebook and asked parishioners to attend tonight’s meeting. Also contacted police – no reported speeding going back to May (report incidents on 101). Cllr Thompson explained speed gun operation procedure. Suggested purchase of fixed speed indicator sign instead.
298 DATE OF NEXT MEETING
It was resolved to agree the date of the next meeting 11 November 2020 at 7.30pm.
