North Scarle Parish Council Meeting Minutes

15th July 2015

In the Church Hall

Welcome – The chairman welcomed everyone to the meeting.

OPEN SESSION

The main item raised was a Permit for Lodge Farm Pet Foods, the consultation period has been extended, Mr Russell read a response from the Environmental Health. Mr Rick Turner from Lodge Farm Pet Foods attended the meeting and explained the process, assuring the Council there would be no smell, and it was not going to be a rendering site. Mr Turner answered questions from the room.

Mr Turner then left the meeting.

Other Highway matters were raised and the Chairman read a letter from the Surveyor following her visit to the Parish.

MINUTES     of last meeting on 20th May 2015 were approved and signed as a correct record.

MATTERS ARISING

A letter was read  from Enforcement Officer stating that at Mill Farm Cottage nothing of concern was raised.

Gypsy Site, Eagle Road, no date for appeal hearing yet.

Caravan, Meadow Lane – a further 3 months is being allowed for the occupier to move off the site. Cllr David Russell asked the clerk to contact NKDC to see if this is genuinely for sale  -    Action B Wells  

Traffic Survey – Highways say this is not necessary, as they are aware of the problem.

Soil on bank near Church Lane Bridge – we are still awaiting a response.

Cllr L Nearn stated that the bank had contacted her about the new signatures on cheques, this has been addressed.

COMMUNICATIONS

Minutes and Agenda to be e mailed to all councillors, all agreed except paper copies for the  office and Cllr B Baker.

Witham Valley Country Park signs to go on the North Scarle signs, details available, this was agreed last year.

Street Numbering – School Lane – Orchard Toft, 10 School Lane.

Highway Surveyor visit. The Chairman met with the surveyor and she looked at all the items needing attention, this report is on the website. A new list is now being compiled, area on it are Besthorpe Road and the footpath on South Scarle Lane.

Dog Fouling/Litter Picking Grants applied for and granted.

Cllr David Russell left the meeting at this point.

PLANNING

Permit for Lodge Farm Pet Foods, Wigsley Road.

After discussions it was agreed to ask for the following conditions to be put on.

“That if ownership of the site changes the permit will not be altered,

And the Parish Council be informed!

“ Inspections and visits are to be regularly carried out”

This was proposed and seconded and all agreed.

Cllr David Russell returned to the meeting.

Councillors were happy to support this application.

Proposed extension and modernisation – Miss Odie, Church House,

48 High Street. The council had no obligations.

Parish Items

Sign – We still have the old Post Office sign and Brook Bond sign. It was intended to put them in the Pinfold, this was discussed and decided this was not safe,, so other possibilities need to be looked at.

Cllr David Jennings stated that a culvert on Besthorpe Road, near the Rectory is very bad.

Touring Caravan Site – Cllr Roger Honey said the Playing Field had agreed to charge £3.00 per night per caravan from November. This is a touring caravan site not storage or static caravan site.
