WELCOME

The Chairman welcomed everyone to the meeting

OPEN SESSION –

Parishioner P Croft asked if there was anything the council could do about the dogs loose on the public footpath behind the council houses on Eagle Road. They are a large breed of dog and they roam on the public footpath where other people walk their dogs and also children. ACTION – JKITCHEN TO WRITE POLITE LETTER TO GREGORY-SMITHS.

Mike Jervis, asked about the recent activity on the land on Eagle Road owned by Mr Brittain. ACTION CLLR DAVID RUSSELL TO SPEAK TO THE ENFORCEMENT OFFICER

Mike Jervis brought up the state of School Lane where the HGV’S have been using it. Mike has written to the Highways himself and has got no action. ACTION D RUSSELL TO CALL CHENNELLS TO ENSURE THAT NONE OF THEIR TRAFFIC IS USING SCHOOL LANE.

Chennells farm vehicles are using School Lane and churning up the flood dyke as they try to past other vehicles (I saw their tracked tractor go up School Lane and turn right onto Hives Lane) ACTION D RUSSELL TO SPEAK TO CHENNELLS

Conditions of Eagle Road between White Hart crossroads and Carp Lakes (highways have patched pot holes on School Lane and on the Spalford to Eagle Road but not Eagle Road) ACTION D RUSSELL TO SPEAK TO HIGHWAYS

There are some hedges that still need cutting back on both Eagle Road and Besthorpe Road. Eagle Road – trees just past the last bungalow on left hand side as leave the village that encroach onto highway. Besthorpe Road – on left hand side as travelling towards North Scarle just past Folley Lane. ACTION JKITCHEN TO LOOK AT HEDGE CUTTING

Condition of Road surface / hedges caused 3 near miss road traffic accidents. Two were on Eagle Road and occurred when a car met a speeding bus coming up the middle of the road. On one occasion the car driver managed to get off the road onto the verge and on the second occasion the driver couldn’t get off the road because of the hedge. The driver wasn’t sure how the vehicles missed one another and the incident shook the car driver up.

Last night on Besthorpe Road at about 4.50pm to avoid a speeding HGV & trailer (Flying Hire) I had to put my car practically into the hedge (branches scrapped along car) to avoid a collision. ACTION JKITCHEN TO TALK TO CLLR L NEARNS

MATTERS ARISING

Speed Safety – Cllr David Russell read the road safety equipment and prices, it will cost approx. between £6,000 - £7,000 which the council will have to budget for. J Kitchen did some research on the cost of hiring the hand held speed guns, road bumps has been suggested. ACTION D RUSSELL TO LOOK INTO THE SPEED SAFETY IN THE VILLAGE TO BUDGET INTO NEXT YEAR.

CORRESPONDENCE

Cluster meetings with the surrounding villages are to be reinstated and the first meeting will be arranged for January.

PLANNING

Removal of public telephone – British Telecommunications are wanting to remove the public pay phone in the village, it is not just our village that they are planning to remove. 62 others are planning to be removed in North Kesteven District. The council have been given the opportunity to buy the pay phone but this will be of a cost of over £400 to have the electrics disconnected and the pay phone restored. The majority vote at the meeting was for the payphone to be removed.

The internet banking is still not fully set up as we are still waiting for L Nearns activation code.

Cllr B Baker – the dyke still hasn’t been cleared ACTION J KITCHEN TO CHASE UP 

Notice from Phillip Croft to retire from cutting the grass at the cemetery, normally this is put up for tender but Mr Fennell has expressed his interest. J Kitchen looked at the costs incurred in a year, payment to Philip £1157.72 and LMS / Steve Titterton £248.55. ACTION D RUSSELL TO SPEAK TO MR FENNELL NO ACTION IMMEDIATELY/ J KITCHEN TO PUT A THANK YOU IN NSM

There is an enforcement officer going to the site on Meadow Lane to check to see what is happening, D Russell to ask her to check Mr Britians land on Eagle Road.

Cllr D Jennings – the smell of dog waste in the bin at the cemetery. ACTION D JENNINGS TO MOVE BIN FUTHER INTO THE CEMETERY AWAY FROM HIS GATE ENTRANCE.

Cllr Mrs Wells to going to ask someone from the district council to come talk about the Village plan grants.
