Minutes of a Meeting held on

15 January 2020 at 7.30pm in the Church Hall

 

The Chairman welcomed everyone to the meeting.  10 parishioners attended.

Open session

Parishioner expressed concerns regarding the state of the roads (potholes).  LCC Cllr Mike Thompson responded (see item 213)

202           APOLOGIES

None.

203           TO RECEIVE ANY DECLARATIONS OF INTEREST

There were no declarations of interest.

204           MINUTES OF THE MEETING HELD ON 13 NOVEMBER 2019

It was resolved to adopt the Minutes as a true record and these were signed by the Chairman.

205           CO-OPTION OF TWO PARISH COUNCILLORS

Following the ballot, Mr Robert Cobb and Mrs Karen Coram (absent) were elected.  It was resolved that Mr Cobb sign his Declaration of Acceptance of Office and join the meeting.

Explanation was given that Cllr Roger Honey had resigned on 14th January and the vacancy would be filled appropriately.

206           PLANNING having already been circulated to Cllrs

Cllr Russell read out the determinations for information only.

19/0964/HOUS - Holme Farm Cottage, Besthorpe Road - erection of extension - approved.

19/1353/HOUS - 29 Chapel Lane, erection of dormer window - approved.

19/1348/HOUS - 17 Swinderby Road - widening of vehicular access - approved.

7.58pm NKDC Cllr Peter Overton arrived.

207           SEWERAGE UPDATE

Development on Eagle Road is pumping water from the site - resolved to contact NKDC regarding this.  Recently, tankers are at the pumping station almost permanently.  Meeting had taken place between Cllrs S Walsh and Jennings with parishioners to collate questions for Severn Trent with a view to a future meeting.  Questionnaires have been circulated to School Lane and Chapel Lane to establish any issues. 

It was resolved to form a working party with a maximum of 12 members, including Cllrs Jennings, S Walsh, A Walsh and Cobb.

It was agreed that terms of reference were needed but Clerk was unable to provide on the night.  It was resolved that any recommendations made by the WP are forwarded to the Parish Council to be actioned as soon as possible. 

208           MILL DAM DYKE

Clerk read out her report (attached).  Noted that a company contracted by Environment Agency surveyed dyke recently.  Resolved to request a copy of the report.

209           V E DAY CELEBRATION

It was resolved to revoke the previous resolution (item 192) in favour of a new resolution to accept Mr Richard Pullen's kind offer of help and the help of the WI and move forward with a V E Day Celebration to take place on 8th May 2020.  It was resolved to form a small working party of 5 members Cllr & Mrs Russell, Cllr S Walsh, WI member and to ask Mr Pullen to join.  This group will work to make necessary arrangements.

210           TIMING OF NKDC PLANNING CONSULTATIONS.

It was resolved to send the letter drafted and seen by Cllrs regarding concerns of the chronology of planning consultations and determinations and let NKDC Cllr Overton have a brief outline of the issue.

211           FINANCES

A schedule of payments made between 1st November and 31st December was circulated to the Parish Councillors.  It was resolved to sign and countersign invoices paid via BACS during closed session.

Villa Farm Rendering Plant planning application update.

Consultation on ward boundaries has begun.

215           PARISH COUNCILLORS' COMMENTS

Cllr S Walsh  .  Hives Lane culvert, has been reported to LCC - needs chasing.

Cllr Jennings .  concerned re tyres being stored on private property

 

216           DATE OF NEXT MEETING

The next meeting will be held on 11th March 2020.

217           CLOSED SESSION

It was resolved to move into closed session.

218           CEMETERY CAR PARK

It was resolved to obtain revised and identical tenders from the two currently interested parties and obtain a third tender - Cllr Jennings to action.

219           ALLOTMENTS AND JUBILEE GARDENS

It was resolved to accept the tender from Fenton Tree Surgery in the sum of £1,400.

Clerk's report - Item 208

FOLLOWING CONVERSATION WITH MATT EVERET

OF TRENT VALLEY INTERNAL DRAINAGE BOARD

ON 10TH JANUARY 2020

I asked if Trent Valley Internal Drainage Board (TVIDB) would be able to provide us with a report on whether Mill Dam Dyke (MDD) is fit for purpose and whether it poses any risk to the village.

Matt said that a report would be a matter for the Environment Agency (EA) but we would have to be very clear about what we were asking for.

He said, any watercourse poses a risk.  MDD is classed as a critical water course because of the nature of the environment and proximity to the River Trent.  Because it is a critical water course it is well maintained.  Every year TVIDB:

  • cut the grass
  • remove weeds and debris
  • remove any silt
  • trim overhanging trees if necessary

The bank has had some reinforcement work done, towards the River Trent end and he is satisfied that it acts well as a flood bank - it has piling works running through it and a clay core.

He also said that sometimes when the dyke is full and water sits high for a long time, there are signs that water bubbles up through the road surface on School Lane.  If this was to be investigated it would have to be referred to the EA.Hayley Broderick

LCC report - item 213

Lincolnshire County Council meeting 11/12/19

A full Council meeting took place on Wednesday 11th December 2019. This was brought forward due to the General Election and was required despite restrictions on public affairs during the election period in order to conduct urgent business of the full County Council.

The most important item was to ratify the Appointments’ Committee decision on the selection and appointment of the new Chief Executive, Debbie Barnes OBE.

Other issues raised were the County Council Corporate plan, Climate Change and carbon reduction report and future management plans

A motion proposed by the Labour Group requested the County Council write to the new incoming HM Government setting out concerns of LCC. These included fairer funding for Local Government, devolution, funding for Adult Social Care and preventative services. An amendment was tabled requesting the inclusion of removal of the cap on Internal Drainage Boards in dealing with flooding. Both the amendment and the motion were carried unanimously.

Highways

Major new contracts for Highways works will become live on 1st April. In addition local teams will have a budget to do village / parish wide works, from small area patching to kerbing, footway patching and minor drainage schemes. This will allow small works packages to be put together, in the knowledge that there will not be a wait (up to 3 years previously) for these types of schemes to be included in countywide programmes. This will allow many smaller issues in the same village / parish to be addressed in one go, which will help everyone.

A briefing was held for County Councillors to inform about changes in Management arrangements and to highlight what is intended to be a focused Customer engagement and liaison strategy. It is suggested that PCs :

Ensure that the CSC/FixMyStreet is used for Faults

Escalate more complex issues though County Councillor

Request ad hoc meetings with Local Highways Manager facilitated through LCC Councillor

Consider organized events LALC, walkabouts etc.
