Minutes of a meeting held on 14 July 2021 at 7.30pm in

North Scarle Village Hall

 

The Chairperson welcomed everyone to the meeting at 7.30pm. 

7 parishioners attended.

Open session:

Parishioner asked if anything had been heard regarding the proposed telecom mast.  PC hadn’t had any information.  Second parishioner said a flood risk assessment was being done and a decision should be made by 22 July.

There was also a question about how to find hourly readings from the new water meters – Chairman advised there was an app to download.

370     MINUTES OF THE MEETING HELD ON 12 MAY 2021

It was resolved to adopt the Minutes as a true record and they were signed by the Chairman.

371     PLANNING having already been circulated to Cllrs.

Determinations - for information purposes only

21/0371/HOUS – 10 High Street - demolition of timber porch and flat roofed porch and erection of two storey rear extension and internal alterations to existing dwelling – approved.

21/0054/HOUS – 3 Chapel Lane – conversion of detached double garage to habitable accommodation (part retrospective) – approved.

 

Applications - comments submitted to NKDC after collation of email responses in line with PC's COVID 19 Policy

21/0687/FUL – 3 Eagle Road – change of use from stables to beauty salon.  All in favour.  No objection registered.  Subsequently determined and approved.

21/0644/HOUS – Vimaris, Wigsley Road – erection of 2 story side extension.  2 x no objections 4 x abstentions.  No comments registered.  Subsequently determined and approved.

Chairman reported that planning permission for the menage (South Scarle Lane) has been submitted.

372     FINANCES

A schedule of payments made between 1 May 2021 and 30 June 2021 was circulated to the Parish Councillors.  There were no queries.  Invoices paid via BACS were signed and countersigned.

373     NKDC REPORT

NKDC Cllr Peter Overton confirmed that purple recycle bins will be arriving soon.  These are to combat contamination of dry paper and cardboard by other items in the green bins resulting in a saleable item.  It was suggested that current recycling information on packaging is confusing and needs simplifying.  Also suggested that public could help by taking reusable containers when shopping.  Planning – there will be a new bill in Parliament Autumn.  Central Lincs launched draft local plan for consultation until 24th August.  Climate change, environment and flooding issues to take more priority in planning decisions but NKDC still have targets to meet.  Parishioner asked about flooding on Wells Close – plan has been discussed but not finalised.  The cost needs to be reasonable and may happen this year.

374     SEWERAGE WORKING PARTY

Cllr Susan Walsh is trying to organise a meeting with Severn Trent.  There have been no tankers used for pumping out recently.

375     DMMO APPLICATION RE FOOTPATH

Parishioner has submitted his application to LCC and landowners have been notified.  If not determined within 12 months by LCC it can be determined by NKDC.  There has been a delay in details appearing on LCC website.

The Chairman proposed an alternative solution - that the PC should consider a permissive footpath so that people have the right to walk the area but it doesn’t take away the rights of the landowners.  The Chairman on the Playing Field Committee has agreed in principle.  It would involve creating an access through the hedge.

Cllr Russell asked about trees blocking Clog Bridge Lane (CBL) – the trees aren’t blocking the area in question but the owner of the house on Swinderby Road/CBL has said he will erect a fence along his property line and remove the branches currently blocking CBL.

Cllr Pullen asked about the route - the path would be from the SE corner of the playing field to CBL.

Cllr S Walsh asked about CBL ownership – PC have consulted landowners, Land Registry and LCC and have been unable to establish ownership of CBL.

Chairman’s proposition was resolved.

376     HIGHWAYS – POOR ROAD SURFACES

The Chairman commented that patching done recently was abysmal and asked why other places were getting work done but nothing happening in North Scarle.  LCC Cllr Thompson said that other villages had works planned for years, if patching was poor, please report to LCC Customer Services (details on our website) and continue to log new problems on FixMyStreet and include exact location and good photos.

377     SMILEY SID/ARCHER SURVEY

Lincolnshire Road Safety Partnership carried out another Archer Survey on Swinderby Road whilst the SID was in position.  The results were improved compared to the previous report before SID.  We will continue to use SID.  Parishioners suggested Eagle Road would benefit from SID.

The Community Speedwatch scheme was discussed.  A new advert asking for volunteers to train to use the speed gun will be included in the next North Scarle Matters.

378     NEW LAWNMOWER

A replacement mower had been purchased urgently between meetings at a cost of £469.  This decision was ratified and resolved.

379     MONIES RECEIVED THROUGH NKDC LEVY

The PC is in receipt of £1518.43 from NKDC’s Community Infrastructure Levy.  This money needs to be spent within 5 years on community facilities.  It was suggested that the play area needs updating but the Chairman noted that the Playing Field Committee was in receipt of approx. £30,000 Covid grants.  The Chairman proposed that the benches in the Pinfold and on South Scarle Lane be replaced and that the PC should purchase two Barley Benches from Agri.Cycle at cost of approx. £630 and this was resolved.

380     NEW STREET NAME

The PC had put forward the name Hopkinson Close for the new road off South Scarle Lane.  Cllr Pullen explained that Corporal Hopkinson had died on 1 July 1916 in the Battle of the Somme and PC wanted to remember a local resident who had contributed.  The family also had connections to the Parish Council, so they had a big connection to the village.

381     CHURCH HEDGE

Chairman confirmed that the remainder of the hedge needs replacing.  Based on costs of the previous repair he requested agreement to a further £700 max including labour to carry out repairs.  This was resolved.

382     WILDFLOWER AREAS

Chairman shared his idea to leave areas at the back of the church and the cemetery to rewild and be cut just once a year.

This was proposed by Cllr Coram and resolved but comments/concerns were:

  • it is not left to look uncared for/too wild.
  • graves are kept tidy.
  • wildflower seeds to be added.
  • add notices of “wildflower area”.
  • don’t use non-native species

We will look into applying for a community wildlife grant from LCC.

383     OLD NOTICEBOARD

It was proposed and resolved that the cover would be removed, and this could be used by the community.

384     PLAYING FIELD COMMITTEE

Cllr Coram volunteered to be the Parish Council’s representative on the Playing Field Committee.

385     QUEEN ELIZABETH II PLATINUM JUBILEE

Initial ideas were requested.  Cllr Russell will help organise the lighting of the beacon on 2 June 2022.  Use of the Playing Field was suggested as well as booking the miniature railway company.

386     LCC REPORT

LCC restructuring following elections in May still in progress.

Regulatory committees being held in person, but AGM held remotely.

Other items to report already covered.

Will continue to chase Highways.

387     DATE OF NEXT MEETING

It was resolved to agree the date of the next meeting 8 September 2021 at 7.30pm.
