404     APOLOGIES

405     CO-OPTION OF NEW PARISH COUNCILLOR

There were 2 applicants to fill 1 vacancy. Following a closed vote, Kate Ward was co-opted to join the Parish Council. After completion of relevant paperwork, she joined the meeting.

406     TO RECEIVE ANY DECLARATIONS OF INTEREST

407     MINUTES OF THE MEETING HELD ON 8 SEPTEMBER 2021

It was resolved to adopt the Minutes as a true record and they were signed by the Chairman.

408     PLANNING having already been circulated to Cllrs.

Applications - comments submitted to NKDC after collation of email responses

21/1467/TCA – removal of Norway Spruce – 44 High Street – no objections.

Applications – resolutions required

21/1206/HOUS – new flat roof between bungalow and garage conversion – 3 Chapel Lane. No objections (all in favour).

21/1206/HOUS – amended plans in respect of above application – 3 Chapel Lane. No objections (all in favour).

21/1573/FUL – proposed construction of equestrian track and associated fencing – Oakleigh, Spalford Road. No objections (all in favour).

21/1557/HOUS – alterations to existing domestic outbuilding to form annexe accommodation ancillary to the main dwelling – 30 High Street. No objections (all in favour). Cllr S Walsh suggested PC should comment on the flood blank mentioned in the application and Cllrs agreed.

409     FINANCES

A schedule of payments made between 1 September 2021 and 31 October 2021 was circulated to the Parish Councillors.

Cllr A Walsh queried the amount paid for the Heritage Room electricity. Clerk confirmed that 50% of the amount was paid by the Post Office and that the PC is in a Fixed Term scheme with Eon which ends summer 2022 when alternatives will be considered. It was resolved that Clerk will email Post Office to ask about heating usage.

Invoices paid via BACS were signed and countersigned.

410     NKDC REPORT

NKDC Cllr Peter Overton was absent, and a report had not been received.

411     DMMO APPLICATION RE FOOTPATH

The Chairman asked Councillors for any comments. Chairman presented his comments and proposed that the Parish Council should not support the application. After discussion, the Parish Councillors voted against this proposal by a majority and it was resolved that the application would be supported, with the evidence being that 2 parishioners have contacted the PC to say they have walked the route for 20+ years.

412     SPEEDING

  • SID has been out, and Chairman had received correspondence from parishioners to say they have noticed a difference.
  • The Chairman presented and proposed acceptance of a quotation for 4 solar SIDs from Elan City in the amount of £7323.86 + VAT plus 3 posts (from Lincolnshire Road Safety Partnership (LRSP)) at discounted price of £200 each plus approx. £100 for sundry items (eg. jubilee clips, locks). Elan City is the company recommended by LRSP and given the lack of good quality alternatives available and the discount secured, it was resolved to accept this quotation.
  • Clerk pointed out that the PC has £740.43 CIL funds available. Chairman proposed that this should be put towards purchase of the new SIDs and this was resolved.
  • Clerk had received a phone call from a resident concerned about speeding on Hives Lane (60mph zone). Cllr Russell proposed that PC should ask LRSP if it is possible to use a SID on Hives Lane and this was resolved. It was proposed by the Chairman that if a SID is allowed there, a further post should be purchased and this was resolved.
  • Cllr S Walsh asked about having a new SID on South Scarle Lane.  It was proposed by Cllr Coram that our current mobile SID could be employed on South Scarle Lane once the new ones are in position and this was resolved. Cllr A Walsh volunteered to help the Chairman with this.
  • LCC speed reduction policy is currently being reviewed so 20mph zone criteria may change in the future.
  • A parishioner had requested that the PC consider requesting speed humps in the village. After discussion and given the decision to purchase the SIDs the Chairman proposed that no further action would be taken regarding speed humps at this time, and this was resolved.

413     QUEEN’S PLATINUM JUBILEE

  • The event volunteers had met and are making good progress. The Chairman had attended the meeting. Notes will be forwarded in due course.
  • The Chairman asked Cllr Thompson if LCC could offer any support. He didn’t know of any support available apart from involvement in the Tree Canopy (details on LCC website).
  • At the meeting a donation of £3,000 from the Parish Council had been requested. The Chairman proposed supporting this request and it was resolved to agree this amount being split between £1,500 funds held in the bank and £1,500 inclusion in the next Precept. The volunteers will approach others for more donations.

414     LCC REPORT

LCC Cllr Thompson summarised his report which had been circulated to Cllrs and is attached.

415     DATE OF NEXT MEETING

It was resolved to agree the date of the next meeting 12 January 2022 at 7.30pm.

The Chairman closed the meeting at 8.48pm

 

Item 414 Lincolnshire County Council Report

I met with local Highways manager and reminded him about outstanding issues in North Scarle including Eagle Road surface and drainage, and Spalford/Wigsley crossroads, although the culvert replacement there appears to have been done very well. I am awaiting confirmation of plans to deal with these and other issues which are outstanding.

North Scarle road sweeping issues

Following the last PC meeting the Clerk contacted me and I made enquiries and forwarded the reply from our Highways Manager.

“The gullies on Chapel Lane and Swinderby Road were last cleaned in March, so it may be that they need doing again before the next cycle if NKDC are sweeping detritus into them. In an ideal world, the sweeping would help stop the gullies getting blocked, not add to it. 

We are pushing to do more pothole repairs as saw cut with overbanding, where the road won’t fall apart around them. These should definitely withstand a mechanical sweeper.“

NHS services - Public Consultation

The Lincolnshire Health Scrutiny Committee considered a report at the meeting on 13th October and will be responding to a public consultation started by the NHS Lincolnshire Clinical Commissioning Group on changes in NHS services following on from the Acute Services Review and “Healthy Conversations”. The initial focus is on possible changes to county wide NHS services for Trauma and Orthopaedics and Stroke Services with two local services provided at Grantham Hospital. The consultation runs until 23rd December 2021. Lincolnshire’s Office of Police and Crime Safer Together Team Newsletter North and South Kesteven

I have received a Newsletter from Maisie McMahon Safer Together Coordinator North and South Kesteven who is based in Grantham. Advance notice is given of the PCC Annual Precept Survey to be carried out between 1st November and 12th December.

Maisie has been in post as Safer Together Coordinator for North and South Kesteven for the Office of Police and Crime for 9 Months now. The lifting of the COVID restrictions has meant that she has been able to go out and engage with local neighbourhood policing teams. As well as Community Groups, Residents and Partners. Community Safety has been the main focus, making sure that you are given a say in what goes on in your community. Keep your eye out on the OPCC social media.

Lincolnshire Transport Plan consultation

LCC has announced a six week consultation on a countywide plan for transport which went live on 20th October. Details of the consultation documents and ability to respond can be found at: www.letstalk.lincolnshire.gov.uk/local-transport-plan

The focus is on the six key themes identified as: 

  • Supporting economic growth – connecting people to employment, and businesses to customers
  • Future-ready green transport – reducing emissions 
  • Promoting thriving environments – making sure transport enhances, not spoils, local areas
  • Ensuring health and safety – making sure transport is safe and responsibly managed
  • Promoting high aspirations – providing access to education, training and support services
  • Improving quality of life

Key potential projects are also outlined in the plan to demonstrate how the aims of the six themes might be achieved. The whole document will evolve through the six week consultation process and results will feedback through scrutiny before being adopted at full council in the spring of 2022.

Residents, businesses and visitors will be asked for their opinions on the themes identified, and the potential projects outlined in the plan. Wider work is being carried out on the Walking, Cycling, Bus, Rail, Electric Vehicle and Freight strategies, all developed to support the Local Transport Plan.
