390     MINUTES OF THE MEETING HELD ON 14 JULY 2021

It was resolved to adopt the Minutes as a true record and they were signed by the Chairman.

391     PLANNING having already been circulated to Cllrs.

Applications - comments submitted to NKDC after collation of email responses in line with PC's COVID 19 Policy

21/0998/FUL – Sueander Farm, Eagle Road – change of use from storage shed to car repair garage.  All in favour.

Applications – resolutions required

21/0830/VARCON – land and buildings at Home Farm, South Scarle Lane – application to vary condition 6 of 20/1500/PNND.  Proposed change of use of agricultural buildings to 2 dwellings (use class C3) and associated building operations. It was resolved that there were no objections – all in favour.

21/1046/FUL – Home Farm, South Scarle Lane – retrospective application in respect of a 60x30 metre menage.  It was resolved that there were no objections – all in favour – to include comment that concern was raised that the menage (and horses) were close to a public footpath.

392     FINANCES

A schedule of payments made between 1 July 2021 and 31 August 2021 was circulated to the Parish Councillors.  There were no queries.  Invoices paid via BACS were signed and countersigned.

393     SEWERAGE WORKING PARTY

Cllr Susan Walsh’s report is attached.

Chairman thanked the Working Party.  Commented that there had been no need for tankers despite some heavy rain.  Work being done around School Lane/Nobles. Severn Trent say a lot of houses put their surface water into sewers

394     DMMO APPLICATION RE FOOTPATH

Parish Council will not move forward with the proposed permissive path until LCC have reached a decision on the DMMO.  Chairman’s understanding is that the DMMO cannot be amended or withdrawn.  LCC have huge backlog of applications.

As LCC are asking for evidence to back up the PC’s decision it was resolved to carry this forward to the November meeting.

395     BEACON LOCATION

White Hart landlord confirmed he is happy to have the beacon located in the car park and has no issue with closing the car park for health and safety reasons if the beacon needs lighting.  It was resolved to leave the beacon in situ.

396     DEFIBRILLATOR TRAINING SESSION

Chairman is trying to arrange this with Lindsay Nairn who is a qualified trainer.  Will be a weekday evening for 12 people, basic life support, free to attend, no certificate.  If date is agreed, it will be advertised in NSM.

397     NKDC REPORT

NKDC Cllr Peter Overton arrived, and the item was moved down the agenda.

  • Tips are now open without an appointment.
  • Purple bins.  Interesting to see how this works out.
  • Central Lincolnshire Local Plan.  Draft plan suggests 30,000 houses to be built between 2018 and 2040.  Doesn’t appear to be a cap on village growth. Plan is available online.
  • Council Lottery.  Launched by NKDC to raise money for good causes.  Details available soon.

398     SPEEDING

School Lane – 30mph to be moved towards Hives Lane so that Church Lane and more of School Lane becomes 30mph

PC had asked for this to be extended up to the Hives Lane crossroads and for a 20mph zone outside the school, but LCC had rejected this based on their criteria.

Cllrs expressed support for solar powered SIDs to be purchased.  Clerk to ask Lincolnshire Road Safety Partnership to carry out a survey of where we would be able to locate the SIDs.  Chairman commented that comments are added to Facebook about speeding, but PC don’t receive any contact and PCSO has had no reports either.

399     BANKS CHARITY, LAND DRAIN, WELLS CLOSE

Cllr S Walsh reported that there has been some progress. Banks Charity held a meeting with representative of Witham Drainage Board because they want access to Banks Charity land to clear the dyke relating to flooding on Eagle Road.  Drainage Board are discussing the route and access with other landowners and have to discuss maintenance of the route at a meeting at the end of September.  Banks Charity Trustees are concerned that they have to protect that land.  Trent Valley and Upper Witham Drainage Board have shared responsibility on the route.

Before he left the meeting, NKDC Cllr Overton said a substantial amount of money has been agreed and progress is being made.

400     QUEEN’S PLATINUM JUBILEE

Several ideas were mentioned:

  • Thursday 2nd June (bank holiday)
  • Village picnic
  • Fete on the playing field
  • Afternoon on the field then move to the beacon lighting at the pub
  • Beacon will be lit approx. 9.10pm and has been registered on the official list
  • Music
  • BBQ
  • Beer tent
  • Resolved to book the miniature train and steam traction engines
  • Resolved to book an ice cream van
  • Clerk will check budget requirements
  • Donation requests
  • Contact/meet with village organisation to coordinate arrangements
  • Ask parishioners for help

401     POLICIES

The following policies had been circulated to Cllrs:

Cllr S Walsh would like nasty and negative comments directed at the PC on Facebook to be replied to.  Chairman commented that this would encourage more personal and unpleasant comments.  Clerk commented that getting into conversations would be time consuming.

402     LCC REPORT

LCC Cllr Thompson was unable to attend but had sent a short report, attached.  Parishioner commented that debris left by the  road sweeper blocks gullies on Chapel Lane and Swinderby Road leading to standing water.  Chairman mentioned that road sweepers are also removing repairs that have been carried out.  Clerk will pass comments on to Cllr Thompson.

403     DATE OF NEXT MEETING

It was resolved to agree the date of the next meeting 10 November 2021 at 7.30pm.

Item 393 Sewerage working party report

The following is a brief report following a meeting held between the Working Party members and Karl Wilson from Severn Trent on 25th August.

We were given an update on the new pumps and outgoing flow meter that have been fitted at the pumping station, confirming that the result is the pumping station is now working at its limit and the best that it has ever done. They have also re- configured some pipework which has also improved the output from the pumping station

Severn Trent intend to maintain the new one-way valve in the road, at the end of School Lane, during their annual cleanse of the wet well, School Lane pipe work and also check for silt deposits near the flap on the previous non return valve in Mill Dam Dyke. Additionally, all non-return valves fitted to properties are due to be serviced. A thorough annual cleanse of the pumping station is also intended to be routinely carried out, including the pump sump.

Since the last report, three properties had requested non-return valves however, after Severn Trent had discussion with the residents, these were felt unnecessary, as no complaint had previously been made.

Severn Trent is in ongoing discussions with Noble Foods and will update the Working Party as soon as possible.

Severn Trent has fitted a new chamber into the verge at the school end of School Lane where they are in the process of fitting a new type of flow meter, resulting in the measure of flow rate and volume of discharge into the School Lane sewer.  Works are scheduled to be completed before November but parts supply is delaying the completion of the works.

We were informed that the next project that they hope to organise is cleansing of the outgoing pipe from the pumping station to Eagle. This will be by a system called ‘Pigging’ whereby ice will be pumped up the pipe to remove any silting or debris.

The members of the working party thanked Karl Wilson for the works that have been carried out, to date, to improve the sewerage system.

We are still in ongoing discussions with Severn Trent and are intending on a further meeting for their latest update in November, although it was agreed that, if there were material issues that needed earlier discussion, Karl Wilson would contact the Chair of the Working Group.

 

Item 402 Lincolnshire County Council Report

The County Council was in recess during August with no Council or Committee meetings taking place.

County Views

A residents’ panel was set up last year to help shape council services across Greater Lincolnshire with panel members receiving three short surveys during the year.

The latest survey on Climate Change has now closed, but people can apply to join the panel helping to shape council policies and priorities at

www.lincolnshire.gov.uk/countyviews.

Highways England A46 works in October

Sections of the carriageway will be closed on the A46 starting on Friday 15th October and due to be completed by Thursday 18th November between the Winthorpe interchange and Hykeham roundabout to maintain a safe environment for workforce and customers. This will

Include roundabouts and any adjoining exit and entry slip roads.

Some of the carriageway and slip roads will be resurfaced with road markings refreshed and road studs renewed. Once completed all road users will benefit from improved road safety and a smoother carriageway.

The plan is to deliver the scheme in phases to minimise disruption, working overnight while the road is less busy, Monday to Friday between 8pm and 6am. This will also ensure that the  road network is as free-flowing as possible during the day with carriageways remaining open outside of our working hours.

North Scarle

I had a meeting at the end of August with our County Highways Manager before he went on leave, to update on various ongoing concerns within Eagle & Hykeham West. These included -

Eagle Road drainage - investigations in progress. I also raised additional recent FMS report regarding 17 Eagle Road, to ensure that this is looked at.

Wigsley Road junction surface issues - reminder

Spalford Road culvert reconstruction - should be completed by 3rd Sept
