WELCOME

The Chairman welcomed everyone to the meeting, introduced the new clerk Jess Kitchen and thanked Cllr Mrs Wells for all her hard work over the years.

DECLARATION OF INTEREST –

Cllr David Jennings re planning 51 High Street

OPEN SESSION –

Mark Johnson came to speak regarding the planning for Wigsley Road chicken shed, he explained that the new shed was for holding around 10,000 chickens and relevantly small compared to the other sheds. Other parishioner brought up concerns of some of the neighbours about the noise pollution with the lorries, he confirmed that no lorries will be travelling there before 8am as one of the conditions in the planning. The parishioners and council members where happy with the discussion.

A parishioner also brought up about the dog fouling around the village and if someone is caught how do they report it and what action will be taken. Cllr Mrs Wells to speak to North Kesteven District Council regarding what action needs to be taken.

The closure of the tip at Whisby on the 28th March which no one was aware of concerns of the distance to travel with waste into the middle of Lincoln. Over 80% of the waste at Whisby tip is recycled and the parishioners are concerned that it will lead to an increase in fly tipping. Cllr Mrs Wells to speak to Ray Phillips regarding any action that could be taken.  

The meeting at Sleaford was discussed regarding the Travellers Site on Eagle Road. Photos have been personally taken by a parishioner of the Toney Lane Traveller Site at Newark on Trent, to show that the site has many vacancies. There was a lot of disappoint on the representative for North Kesteven District Council, a complaint has been made by Cllr Mrs Wells. David Jennings has done his own research on the site in Brigg as this was mentioned in the Sleaford meeting, photographs of the Brigg site show the difference from the apposed site down Eagle Road as the site is completely enclosed and no passing public traffic. No date has been given for the final discussion.

Susan Taylor from Minster Parish Council emailed regards to their online petition that they have set up to get Parish councils the right to appeal planning decisions. It was agreed that the poster will be displayed in the notice boards around the village. J KITCHEN TO ACTION

POLICE REPORT –

There was no official police report given but Cllr David Russell shared his concerns regarding the 3 near fatal crashed that have occurred on the cross roads on Wigsley Road and Spalford Village.

B Wells has been notified that highways work to Chapel Lane should be carried out in this financial year

34 books have been sold since the last meeting generating £170.00

School year 6 project – B Wells to action with School

NKDC to change the curtilages, we need an up to date curtilage of the village

BANK/ CLERK

Jess Kitchen proposed that the council should use internet banking as it is more efficient. This was proposed and 2nd by L Nearn and C Dixon. Forms signed at meeting to request internet and telephone banking.

CORRESPONDENCE

Fees for association of £227 to be paid in April.

Defibrillation course was a great success and a thanks will be given in North Scarle Matters, there was roughly 42 people that turned out for it. To enquire if they can do a refresher at the end of the year.  ACTION J KITCHEN

A new parish councillor representative is needed for the Heritage Room committee – David Russell volunteered.

AUDIT

As from next year there will only be an internal audit needed for small authorities. The NALC (National Association of Local Councils) are forming a company of auditors, this means if there were any disputes with the accounts they will provide an auditor to access them. There will be a charge for this service of approx. £20 per year, we currently pay around £100 per year.

There will be no change as to how the accounts are done and internally audited (which we hope Mr Holland will continue to do).This was proposed and seconded.

DATES OF MEETINGS

The next meeting will be held on 11th May 2016. This will be the Annual Parish Council Meeting and Annual Parish Meeting.

PARISH ITEMS

CD – New houses down Blacksmiths Lane need copies of the NSM, these will be delivered by Charlene Dixon

RH – Bench on South Scarle Lane has been fitted and sign put on

DJ – Heap of soil on School Lane still there, need to contact Newark Drainage ACTION J KITCHEN

DJ – Concerned about the Children’s Air Ambulance bags that are delivered around the village, DJ researched the company and they are not from around here at all and concerned about taking away funds for the Lincolnshire Air Ambulance.

BW – Queen’s 90th Birthday on the 21st April, there will be an afternoon tea in the Church Hall. There are some coins that Mrs Wells would like to purchase to commemorate Her Majesty’s Birthday to give to each child in the village. These have a cost of £2 each and 210 approx. are needed. Mrs Wells has asked for a donation towards these which Lindsay has kindly offered to pay for all 210 from Flying Hire.

There being no other business the chairman closed the meeting at 8.45pm
