MINUTES OF LAST MEETING – minutes were approved and signed as a correct record

 

REPORTS

Cllr Beryl Baker gave her report on the Banks Charity:

Last meeting was on 6th December 2016

Payment to 1 married couple and 10 Single was paid.

Closing balance is £12767.78.

Cllr David Russel read the annual chairman’s report:

Parish Council Report May 2016/17

The parish council has had another busy year. We have been pleased to welcome a good number of parishioners to our meetings and have been able to share together our concerns to hopefully make North Scarle a better place to live.

Regarding Parish Council Meetings our aim is to have a meeting every two months, we have also had two open meetings, these were well attended and it is nice to know that parishioners are taking an interest in our village.

Several Planning applications have been received, including two developments on Eagle Road consisting of 7 and 9 dwellings. Parishioners aired their views and concerns as to whether the water and sewerage systems would be able to cope, these concerns were passed onto NKDC.

Regarding the state of the roads in North Scarle meetings take place with the Highways representatives on a regular basis. I am pleased to say Chapel Lane has finally been completed, lets hope work will be done on other roads which are showing signs of wear and tear and hope these will receive the same treatment. We are aware that parishioners have complained personally, this is appreciated as any pressure that can be given to support the council is very welcome, pot holes and speeding traffic in and around the Parish are a constant concern.

The Cluster meetings have been reinstated, the first meeting was attended by councillors Beryl Baker, David Jennings and myself this was held at Thorpe on the Hill in March 2017. The idea of cluster meetings are so representatives from Thorpe, Doddington, Swinderby, Eagle and North Scarle can meet to discuss anything that is affecting anyone of the villages in the cluster group.

It was decided to adopt the Telephone Box for £1.00 and leave it in the same position as it is now, volunteers from the village Men’s Club have agreed to do the refurbishment.

Concerns have been raised regarding the sewage system on School Lane, I have been in touch with Severn Trent on a regular basis, we have been informed this situation is being monitored as concerns have been raised about Noble Foods factory being attached to the village system.

I would like to thank all the volunteers who kindly give their time and energy doing various jobs around the village, delivering North Scarle Matters, work on the Memorial Garden, Jubilee Garden and Pinfold.

A big thank you to Philip Croft for cutting the grass and keeping the cemetery neat and tidy over the last few years, also Josie & Geoff Worrell for taking on the job of litter picking in the village. I would also like to thank Jess Kitchen our new Parish Clerk who has just completed her first year her support is very much appreciated.

I would like to say how lucky we are to have in our village a Post Office, Bakery, Village School, White Hart Public House and now a newly opened Cosy Tea Rooms. I would like to express my thanks to these establishments and the parishioners who together make North Scarle a friendly and pleasant village to live in.

Cllr Mr R Honey gave the playing field report:

The cricket club would like to put in toilets in behind the privillian, and also like to renovate a existing portacabin.

Also all the bark from the play area is non existant, the committee would like to see if the parish council would like to donate to replacing it. Quotes will be supplied.

The Chairman and 2 other committee members have resigned, they are looking for new members and they would like it to be advertised in NSM.

Chairman then closed the meeting at 7.40pm

 

BANK/ CLERK

Jess Kitchen proposed that the council should use internet banking as it is more efficient. This was proposed and 2nd by L Nearn and C Dixon. Forms signed at meeting to request internet and telephone banking.

 

CORRESPONDENCE

Fees for association of £227 to be paid in April.

Defibrillation course was a great success and a thanks will be given in North Scarle Matters, there was roughly 42 people that turned out for it. To enquire if they can do a refresher at the end of the year.  ACTION J KITCHEN

A new parish councillor representative is needed for the Heritage Room committee – David Russell volunteered.

 

AUDIT

As from next year there will only be an internal audit needed for small authorities. The NALC (National Association of Local Councils) are forming a company of auditors, this means if there were any disputes with the accounts they will provide an auditor to access them. There will be a charge for this service of approx. £20 per year, we currently pay around £100 per year.

There will be no change as to how the accounts are done and internally audited (which we hope Mr Holland will continue to do).This was proposed and seconded.

The next meeting will be held on 11th May 2016. This will be the Annual Parish Council Meeting and Annual Parish Meeting.

 

PARISH ITEMS

CD – New houses down Blacksmiths Lane need copies of the NSM, these will be delivered by Charlene Dixon

RH – Bench on South Scarle Lane has been fitted and sign put on

DJ – Heap of soil on School Lane still there, need to contact Newark Drainage ACTION J KITCHEN

DJ – Concerned about the Children’s Air Ambulance bags that are delivered around the village, DJ researched the company and they are not from around here at all and concerned about taking away funds for the Lincolnshire Air Ambulance.

BW – Queen’s 90th Birthday on the 21st April, there will be an afternoon tea in the Church Hall. There are some coins that Mrs Wells would like to purchase to commemorate Her Majesty’s Birthday to give to each child in the village. These have a cost of £2 each and 210 approx. are needed. Mrs Wells has asked for a donation towards these which Lindsay has kindly offered to pay for all 210 from Flying Hire.

There being no other business the chairman closed the meeting at 8.45pm
