NORTH SCARLE ANNUAL PARISH MEETING

Minutes of the Meeting held on

9 May 2018 at 8.15pm in the Church Hall

 

Cllr Mr David Russell (Chairman) welcomed everyone to the meeting.

The Minutes of the Annual Parish Meeting held on 17th May 2017 were signed as a true record.

Councillor Russell read out his Annual Report 2017/18 which is attached to these minutes.

Beryl Baker reported on the Banks Charity:

A meeting of the Banks Charity was held on Monday 11 December 2017

Present:             Josie Worrell - Chairman

                           Charlene Dixon - Treasurer

                           Beryl Baker - Parish Council representative

Apologies:          Canon Andrew Vaughan

It was Resolved that the following monies be distributed this year:

Total paid out £520

Total paid in £1,075

After all monies paid out the balance stands at £13,433.41

Notices regarding applying for monies are displayed in the village

Canon Vaughan gave some information on the background of the Charity.

Cllr Russell enquired whether the land rent had been renewed recently and how much land is rented out.

It was suggested some information regarding the charity was put into the village magazine.

Roger Honey reported on the Playing Field.  His report is attached to these minutes.

A memorial for Barbara Wells was suggested again; possibly a tree and a new road name - these suggestions will be actioned in due course.

The Chairman closed the meeting at 8.44pm.

 

Parish Council

Chairman's Report 2017/2018

The Parish Council has had another busy year. We have been pleased to welcome a good number of parishioners to our meetings and have been able to share together our concerns to hopefully make North Scarle a better place to live; we are continuing to have meetings regularly every other month. 

I would like to pay Tribute to Mrs Barbara Wells MBE who passed away suddenly on 14th December, I am sure I speak for everyone when I say Barbara will be sadly missed, she devoted her life to to all aspects of North Scarle from the very young to the more senior parishioners. Barbara was involved in getting the Toddlers group started, Youth Club, Sunshine Club, monthly Luncheon Club and Senior Citizens Christmas Party to name but a few. Barbara was also Parish Council Clerk for almost 50 years and a School Governor for almost 60 years.

Discussions took place regarding improvements to the Cemetery Car Park, I feel everyone will agree this is the best way forward especially following the winter period when the ground became completely waterlogged this will depend on obtaining necessary quotes and the ability to earmark funding. 

Various Planning applications have been received including:

 Eagle Road 9 dwellings

 Chapel Lane 2 dwellings

 South Scarle Lane 5 dwellings

Eagle Road 7 dwellings

 White Hart first floor extension and single storey rear extension.

The BT telephone kiosk has now been adopted by the Parish Council with the Men’s club being responsible for the renovation and upkeep.

Our Parish Council Clerk Jess Kitchen resigned in October, I would like to take this opportunity to say a big thank you to Jess for all her work and support she gave. Hayley Broderick replaced Jess as Parish Council Clerk in November, I am pleased to say Hayley has settled in very well.

Mr Peter Merrick Chairman of School Governors came to give an update and information regarding North Scarle School which was very informative, this included the School had received ‘good’ Ofsted report which was good news for the School and all families involved and hopefully prospective pupils. 

The Parish Council were approached by the Playing Field Committee to renew the bark for the Playing Area, the Parish Councillors discussed this issue and agreed to cover the £600 cost of replacing the bark.

I have been liaising with Severn Trent throughout the year regarding the sewage and waste water problems on School Lane which occur due to the high water table, this is an ongoing problem. I have been in touch with Adam Bucher and James Crooks together with residents of School Lane who have also been understandable concerned about the situation.

I have also been speaking and receiving emails on a regular basis with Michelle Hoyles Enforcement Team Leader NKDC regarding the land known as ‘Willow Farm’ Meadow Lane North Scarle. We have been informed that a new investigation is underway following concerns from parishioners, regarding the Alleged unauthorised use of the land for residential accommodation.

Unfortunately, we are still having problems with speeding through the village and parking on the High Street.

I would like to say how lucky we are to have in our village a Post Office, Village School, White Hart Public House and Cosy Tea Room.

I would also like to say thank you to all the volunteers who deliver North Scarle Matters, help at the Monthly Lunch, work on the Memorial Garden, Jubilee garden, the Pinfold and everyone else who help to make North Scarle a friendly and pleasant village to live in.
