MINUTES OF THE MEETINGS HELD ON 12 SEPTEMBER 2018

 

It was resolved to adopt the Minutes as a true record and these were signed by the Chairman.

RESIGNATION OF COUNCILLOR LINDSAY NEARN

 

Chairman confirmed that Lindsay Nearn had resigned from her position as Parish Councillor.

HERITAGE ROOM

 

Clerk read out the proposed terms of the new lease proposed by NKDC.  NKDC have rejected the PC's attempts to negotiate the terms.  It was therefore resolved to accept the terms of the new lease subject to a building condition survey being done by NKDC.  The Parish Council will be liable for the repairing lease and 50% of the rent, utility bills and business rates (to cover the cost of the Heritage Room).

PLANNING

 

18/1280/FUL retrospective application at Lowfields re water tank, pump house etc. No objections. Now approved.

18/1327/FUL Baxter Bridge Farm - erection of garage and porch.  No objections.

18/1114/HOUS Westview, Besthorpe Road, demolition of single storey and erection of 2 storey extension has been determined and approved.

18/0345/FUL Blackberry Farm, Hives Lane - retrospective application for caravan has been determined and refused.

17/1751/OUT Land on Chapel Lane - 5 bungalows, parking, access road.  It was resolved to offer no objections, but concerns were raised regarding the drainage/sewerage system being overwhelmed and that the TPOs be respected on the trees in the Jubilee Gardens.

18/1388/FUL Noble Foods - erection of extension to factory, alterations to two docks, lorry yard and misc. internal alterations.  It was resolved to object due to concerns that the factory contributes to the problems encountered in the village with the drainage/sewerage system.

PRE-PLANNING APPLICATION RECEIVED FROM CLLR DIXON

The Parish Council have registered their initial thoughts with the Planning Company but await official planning application before it is discussed in meeting

AUDITOR FOR YEAR ENDED 31 MARCH 2019

It was resolved to reappoint Andrew Ogg at a cost of £200.

LCC GRASS CUTTING

It was resolved to continue with the current arrangement for grass cutting without the need for a Parish Agreement.

CEMETERY CAR PARK

The PC are in receipt of two quotes for the proposed work but are waiting for one of the quotes to be revised.

WIGSLEY ROAD/SPALFORD ROAD JUNCTION AND DRIVE-ABOUT UPDATE

 

The Clerk confirmed that a speed survey has been requested from Lincolnshire Road Safety Partnership (LRSP) at the Wigsley Road/Spalford Road junction.

The PC have received a short report from the LCC Highways Manager following Cllr Russell's drive through the village with him.  This is attached to these Minutes.

PASSIVE (30MPH) SPEED NOTICES

 

It was resolved to pay the £40 inspection fee required to obtain 6 free signs from LRSP and the appropriate positions of the signs were discussed and agreed.

SWINDERBY ROAD/SCHOOL BUSES

 

It was resolved to contact Sir Robert Pattinson Academy and North Kesteven Academy to express the PC's concerns about the safety of pupils travelling on double decker school buses using Swinderby Road due to the deteriorating condition of the road.

ALLOTMENTS

It was resolved to obtain 3 quotes to ascertain the cost of trimming overgrown trees.

FINANCE

  • A schedule of expenses since the previous meeting was circulated to the Parish Councillors - there were no queries.  Invoices paid via BACS were signed and counter-signed as approved.

  • There were no queries on the 6 month bank reconciliation to 30th September 2018 previously circulated to the Councillors.
  • It was resolved that Cllr Honey would replace Lindsay Nearn as signatory on the bank account. Clerk to seek clarification from the bank on how to proceed.

COUNCILLORS' ADDITIONAL COMMENTS

Cllr Honey       - Requested extra dog bins in the playing field and the need to have "keep dogs on a lead" signs. Clerk to find out cost/type available etc. 

Cllr Jennings   - Requested the cemetery hedge height be reduced.

Cllr Russell      - Intends to invite a representative from Severn Trent to the next PC meeting.

LCC Cllr Thompson - Read out his report - attached to the minutes.

DATE OF NEXT MEETING

The next meeting will be held on 9th January 2018.

 

       

The Chairman closed the meeting at 8.39

and it was resolved to move into closed session in accordance with the Public Bodies (Admission to Meetings) Act 1960 due to the confidential nature of the business to be discussed in relation to the following matter:

REVIEW OF CLERK'S TERMS OF EMPLOYMENT

The Clerk's contract was reviewed and changes agreed, following the first anniversary of her employment.  These changes to be introduced from 1st April 2019.

North Scarle

All reported potholes will be filled in due course. We are carrying out our yearly inspections at the minute as well so the more minor roads will be seen in the coming weeks. I am sure this will also see some works placed on the system.

I will ask for white lining to be programmed asap for the junctions in the area in particular.

We are putting together a programme of edge overrun filling and I will add the road to the A1133 on to this list. No timescales for this as yet but at least it will be included when done.

I will place Wood Lane, Meadow Lane and the road from Scarle to Swinderby on the list for patching. It is a huge list though so I cannot guarantee any timescales for delivery I am sorry to say. I have also asked colleagues to look at the area as a whole and start renewing the junction markings.
