To all members of North Scarle Parish Council

You are hereby summoned to attend the next meeting of North Scarle Parish Council to be held on Wednesday 11 January 2023 at 7.30pm in the Village Hall.

There will be a 15 minute public forum at the start of the meeting:

members of the public may ask questions or make short statements (3 minutes max.) to the Council regarding subjects which are on the agenda. These comments will be noted and addressed by Council at the appropriate point in the meeting and not during the public forum.

any comments or questions relating to items not on the agenda should be emailed or posted to the Parish Clerk (details above). If appropriate they will be added to a future agenda.

during the Parish Council meeting, no further comments will be heard from members of the public unless invited to contribute by the Chairman.

1.       Apologies.

2.       To receive any Declarations of Interest in accordance with the Localism Act 2011 and consider any requests for dispensations in relation to Disclosable Pecuniary Interests or other Interests as outlined in the Council's Code of Conduct.

3.       Notes of the Extraordinary meeting held on 30 November 2022 to be approved as the Minutes of that meeting.

4.       Planning - information already forwarded to Parish Councillors:

          Applications – resolutions required

          22/1663/FUL - erection of two storey side extension with new pitched roof to replace flat roof to first floor - Plots Farm, Spalford Road.

          22/1660/FUL - installation of tennis court lighting comprising 4 new floodlight columns and fittings, 4 new existing columns with new fittings and associated below ground supply cabling - North Scarle Playing Field, South Scarle Lane.

          Decision Notices - for information only

          22/1468/HOUS – demolition of part of existing building and replacement with 2 storey extension – Mill House Farm, Eagle Road. Application approved.

5.       NKDC Councillor Peter Overton report/update.

6.       Schedule of payments made between 1 November 2022 and 31 December 2022 has been circulated to the Councillors.

          Councillors to raise any questions regarding the payments made.

          Paid invoices to be signed and countersigned to indicate Councillors’ agreement.

7.       Precept 2023/24. Discuss and resolve.

8.       Ratify agreement of £200 donation to the Senior Citizens' Christmas Lunch (already allowed in the precept).

9.       Community Infrastructure Levy – Parish Council has received £413.48 from NKDC.  Discuss how this might be spent.

10.     Correspondence received from parishioner re HGV's using the High Street despite LCC Highways signs being in place.  Discuss whether any further action can be taken.

11.     Correspondence received from parishioners re potholes on Folly Lane.  Discuss whether any action can be taken.

12.     Dog fouling.  Still a problem in the village.  Discuss whether any further action can be taken.

13.     Emergency Plan.  Discuss possibility of implementing an Emergency Plan.

14.     Cemetery and Church Yard - Discuss planting new/replacement hedges.

15.     Maintenance work required - Silver Jubilee wood and allotment hedges - discuss potential costs.

16.     LCC Councillor Mike Thompson report/update.

17.     Resolve to agree the date of next meeting (8 March 2023).

18.     Resolve to move into Closed Session.

19.     Allotment trees.  Discuss quotes for tree works.

20.     Church yard grass cutting.  Discuss service provider and costs.

21.     Parish Council Land - Discuss lease of 2x parcels of land.
