To all members of North Scarle Parish Council
You are hereby summoned to attend the next meeting of North Scarle Parish Council to be held on Wednesday 13 September 2023 at 7.30pm in the Village Hall.
There will be a 15 minute public forum at the start of the meeting:
- members of the public may ask questions or make short statements (3 minutes max.) to the Council regarding subjects which are on the agenda. These comments will be noted and addressed by Council at the appropriate point in the meeting and not during the public forum.
- any comments or questions relating to items not on the agenda should be emailed or posted to the Parish Clerk (details above). If appropriate they will be added to a future agenda.
- during the Parish Council meeting, no further comments will be heard from members of the public unless invited to contribute by the Chairman.

1. Apologies.
2. To receive any Declarations of Interest in accordance with the Localism Act 2011 and consider any requests for dispensations in relation to Disclosable Pecuniary Interests or other Interests as outlined in the Council's Code of Conduct.
3. Notes of the meeting held on 12 July 2023 to be approved as the Minutes of that meeting.
4. Planning - information already forwarded to Parish Councillors:

23/0512/FUL - Grove Pet Foods, Lodge Farm, Wigsley Road. Application approved.
23/0505/LBC - Glebe Farm House, 44 High Street. Application approved.
22/1569/FUL - Noble Foods, Hives Lane. Application approved.
5. Caravans on Swinderby Road. Applicant has requested an opportunity to report on the current situation.
6. Schedule of payments made between 1 July 2023 and 31 August 2023 has been circulated to the Councillors.
Councillors to raise any questions regarding the payments made.
Paid invoices to be signed and countersigned to indicate Councillors’ agreement.
7. Cllr Alan Walsh to update regarding a smart meter at the Heritage Room.
8. Ratify agreement to move across to a Fixed Plan with Eon for Heritage Room electricity.
9. Discuss application for Litter Picking grant from NKDC.
10. Replacement of 2 streetlights from SOX lanterns to energy saving bulbs. Cost of this has been allowed in the precept.
11. Donation towards flagpole for school as part of D-day anniversary 2024.
12. Cemetery maintenance, grass, hedges etc.
13. Review of the charges for the Cemetery.
14. Consider request made to dedicate footpath near/through the Cemetery.
15. Ratify total cost of new noticeboard (£855.36 incl delivery and VAT) plus fixings. CIL of £413.48 to be off-set against the cost.
16. D-Day 80th anniversary event - update.
17. Highways matters.
18. Consider the idea of a community litter pick, using equipment given to us by LCC.
19. Sewerage working party update if appropriate (Cllr S Walsh).
20. LCC Councillor to provide a report if appropriate.
21. NKDC Councillor to provide a report if appropriate.
22. Resolve to agree the date of next meeting (8 November 2023).
23. Resolve to move into Closed Session.
24. Agricultural land lease.
25. Allotment hedges and roots - discuss cost implications.
