You are hereby summoned to attend the next meeting of North Scarle Parish Council to be held on Wednesday 17 January 2024 at 7.30pm in the Village Hall.
There will be a 15 minute public forum at the start of the meeting:
members of the public may ask questions or make short statements (3 minutes max.) to the Council regarding subjects which are on the agenda. These comments will be noted and addressed by Council at the appropriate point in the meeting and not during the public forum.
any comments or questions relating to items not on the agenda should be emailed or posted to the Parish Clerk (details above). If appropriate they will be added to a future agenda.
during the Parish Council meeting, no further comments will be heard from members of the public unless invited to contribute by the Chairman.

1. Apologies.
2. Co-option of a new Parish Councillor.
3. To receive any Declarations of Interest in accordance with the Localism Act 2011 and consider any requests for dispensations in relation to Disclosable Pecuniary Interests or other Interests as outlined in the Council's Code of Conduct.
4. Notes of the meeting held on 8 November 2023 to be approved as the Minutes of that meeting.
5. Wendy Sycamore, a representative from Openreach will provide information and answer parishioners’ questions regarding their recently launched scheme to try and upgrade the broadband network in North Scarle to ultrafast, full fibre broadband.
6. Flooding. Update on the current situation, action taken and still needed and how to proceed with an Emergency Plan. To include an update from the recent Working Party meeting with Severn Trent.

23/1095/FUL – 51 South Scarle Lane. Application approved.
23/0675/FUL – Land between 29 and Oak Tree Cottage Swinderby Road. Application approved.
Applications - comments submitted to NKDC after collation of email responses due to timescale and in accordance with Standing Orders
23/1326/TCA – Fell ash and horse chestnut. 51 High Street. There were no objections. 3 in favour, 1 abstained, 2 no reply.
23/1395/TCA – Clear overgrown mixed species, including small fruit trees smothered by brambles to put back to grass. There were no objections. 4 in favour, 1 objection, 1 no reply.
Applications – resolutions required
23/1457/FUL – Land at Home Farm, South Scarle Lane. Erection of an equestrian machinery store.
23/1446/FUL – 3 Eagle Road – change of use from outbuildings and beauty salon to form one new dwelling and demolition of stable block.
8. Schedule of payments made between 1 November 2023 and 31 December 2023 has been circulated to the Councillors.
Councillors to raise any questions regarding the payments made.
Paid invoices to be signed and countersigned to indicate Councillors’ agreement.
9. Precept for 2024/25. Clerk’s draft figures forwarded to Councillors to be discussed and agreed.
10 Heritage Room. Discuss Legionella Risk Assessment received from NKDC.
11. PO Box address. Discuss response received from Royal Mail regarding their sub-standard service and agree any further action.
12. Parish Council land maintenance. Councillors to discuss and agree any action required.
13. Chairman and Cllr Coram to provide an update (if available) on the D-Day celebrations in June
14. Discuss email from Commonwealth War Graves Commission asking if we would like a sign on the gate indicating a war grave in the cemetery.
15. Discuss information received from NKDC regarding tackling dog fouling.
16. Discuss a request received from local company, Flying Hire regarding a request to plant a tree on Parish Council land.
17. LCC Councillor to provide a report if appropriate.
18. NKDC Councillor to provide a report if appropriate.
19. Resolve to agree the date of next meeting (13 March 2024).
20. Resolve to move into Closed Session.
21. Agricultural land lease.
Closed tenders to be provided by the Clerk. Councillors to discuss and agree successful tender.
22. Cemetery maintenance.
Clerk to provide tenders for employment of a contractor, compared to costs involved in purchase of a new mower. Councillors to discuss and decide which course of action to take.
23. Staff matters.
Councillors to discuss and agree budget for handyman payments.
