To all members of North Scarle Parish Council

You are hereby summoned to attend the Annual Meeting of North Scarle Parish Council to be held on Wednesday 11 September 2024 after the annual Parish Meeting but not before 7.30pm in the Village Hall.

There will be a 15 minute public forum at the start of the meeting:

  • members of the public may ask questions or make short statements (3 minutes max.) to the Council regarding subjects which are on the agenda. These comments will be noted and addressed by Council at the appropriate point in the meeting and not during the public forum.
  • any comments or questions relating to items not on the agenda should be emailed or posted to the Parish Clerk (details above). If appropriate they will be added to a future agenda.
  • during the Parish Council meeting, no further comments will be heard from members of the public unless invited to contribute by the Chairman.

1.       Apologies

2.       To receive any Declarations of Interest in accordance with the Localism Act 2011 and consider any requests for dispensations in relation to Disclosable Pecuniary Interests or other Interests as outlined in the Council's Code of Conduct.

3.       Notes of the meeting held on 10 July 2024 to be approved as the Minutes of that meeting.

4.       Planning - information already forwarded to Parish Councillors:

          Applications - comments submitted to NKDC after collation of email responses due to timescale and in accordance with Standing Orders

          24/0793/HOUS – proposed single storey garden room extension to replace existing conservatory, Brookfield House, Spalford Road. No objections (4 in favour, 3 no reply).

          Decision Notices - for information only

          23/1446/FUL – change of use from outbuildings and beauty salon to form one new dwelling and demolition of stable block – 3 Eagle Road - application approved.

5.       Mill Dam Dyke and water course. FANS will provide an update on the current situation.

6.       Emergency Plan.  Update on the current status will be provided if available. Draft 5 has been forwarded to Parish Councillors ahead of the meeting.

7.       Schedule of payments made between 1 July 2024 and 31 August 2024 has been circulated to the Councillors.

  •  Councillors to raise any questions regarding the payments made.
  •  Paid invoices to be signed and countersigned to indicate Councillors’ agreement.

8.       Village Hall and Playing Field.

  • Update on potential Lottery funding/Council funding for play area.
  • Bruce Coram to speak on behalf of the VH&PF.

9.       Allotments.  Discuss fallen tree and possible felling of other unsafe trees.  Depending on action required, new quotes will need to be obtained.

10      Pinfold. Discuss potential maintenance needed and related potential expenditure.

11.     Heritage Room.

  • Legionnella – Discuss Cllr Tucker’s Risk Assessments and agree any action.
  • Fire Risk – Discuss Cllr Tucker’s Fire Risk Assessment and agree any action.  Related quotes for work required to be discussed in closed session.
  • Asbestos – Discuss Cllr Tucker’s review of the Management Plan and the proposed report to send to NKDC.

12.     30mph repeater signs.  Discuss potential removal and/or replacement of the current signs.  New signs are £20 each.

13.     General Maintenance Risk Assessment – discuss and agree updated version.

14.     North Scarle Matters.  Discuss format and distribution of the village magazine.

15.     LCC Councillor to provide a report if appropriate.

16.     NKDC Councillor to provide a report if appropriate.

17.     Resolve to agree provisional date of next meeting (13 November 2024).

18.     Resolve to move into Closed Session.

19.     Heritage Room.

  • Discuss quotes for Electrical testing.
  • Discuss quotes for Fire Extinguisher servicing.
  • Discuss situation re Doors including costs if action is required.

20.     Mill Dam Dyke – potential costs.

21.     Staff matters.
