To all members of North Scarle Parish Council

You are hereby summoned to attend the next meeting of North Scarle Parish Council to be held on Wednesday 13 March 2024 at 7.30pm in the Village Hall.

There will be a 15 minute public forum at the start of the meeting:

  • members of the public may ask questions or make short statements (3 minutes max.) to the Council regarding subjects which are on the agenda. These comments will be noted and addressed by Council at the appropriate point in the meeting and not during the public forum.
  • any comments or questions relating to items not on the agenda should be emailed or posted to the Parish Clerk (details above). If appropriate they will be added to a future agenda.
  • during the Parish Council meeting, no further comments will be heard from members of the public unless invited to contribute by the Chairman.

A G E N D A

1.      Apologies.

2.      To receive any Declarations of Interest in accordance with the Localism Act 2011 and consider any requests for dispensations in relation to Disclosable Pecuniary Interests or other Interests as outlined in the Council's Code of Conduct.

3.      Notes of the meeting held on 17 January 2024 to be approved as the Minutes of that meeting.

4.      Flooding.

  • Update on the current situation.
  • Correspondence received date 4 March 2024 from the Flood Action Group regarding coordination of communication with the EA.
  • Special Resolution submitted from Councillors requesting further discussion of a Resolution passed at the meeting on 17 January to employ a solicitor in relation to the flooding of Mill Dam Dyke and the EA’s inaction.  A decision will be taken based on advice from LALC, the current position relating to the Section 19 Flood Investigation, possible costs involved and the likely outcome.
  • Discuss letter dated 2004 received by parishioner regarding request to reinstate dyke under Church Lane.

5.      Emergency Plan.  Update on the current status and discussion of the Parish Council’s involvement.

6.      Planning - information already forwarded to Parish Councillors:

         Applications - comments submitted to NKDC after collation of email responses due to timescale and in accordance with Standing Orders

         24/1046/FUL – Application to vary condition 2 (floodlight usage) of planning permission 21/1046/FUL (formation of a menage).  Rear of 43 South Scarle Lane.  The Parish Council objected to this application.  There were 6 objections, 1 in favour.

7.      Schedule of payments made between 1 January 2024 and 29 February 2024 has been circulated to the Councillors.

         Councillors to raise any questions regarding the payments made.

         Paid invoices to be signed and countersigned to indicate Councillors’ agreement.

8.      Allotments. 

  • Decide on action regarding an inspection of the plots.
  • Discuss any amendments needed to the Tenancy Agreement.

9.      Heritage Room.  Discuss action required regarding Legionella Risk Assessment received from NKDC.

10.    PO Box address.  Discuss whether there are any alternatives for postal arrangements.

11.    Parish Council land maintenance. Councillors to discuss and agree any action required.

12.    Correspondence received from LCC regarding possibly locations for electric vehicle chargers.

13.    LCC Councillor to provide a report if appropriate.

14.    NKDC Councillor to provide a report if appropriate.

15.    Resolve to agree the date of next meeting (15 May 2024) to include the Annual Parish Meeting.

16.    Resolve to move into Closed Session.

17.    Staff matters.

 

18.    NKDC lease for Heritage Room.
