North Scarle Parish Council

Minutes of an ordinary meeting of North Scarle Parish Council held at the North Scarle Village Hall, South Scarle Lane on Wednesday 10 September 2025 at 7:30pm.

Present:  Cllr K Coram (Temporary Clerk), Cllr K Ward, Cllr S Walsh (Acting Chair) and Cllr A Walsh

Approx 30 members of the public were in attendance.

Public Forum

The Heritage Room had 50 positive comments on the new material displayed.

The discussion was then on the Heritage Room and Post Office.  They did not agree with the PC not being able to support a local business.  It was said that the PC had not been in touch with NKDC although the acting Chair knew the Clerk had asked NKDC for support.  It was said that there should be a village meeting although this had happened in May.  The fact that the Heritage room was to be discussed in the closed session did not help.

White Hart pub concerned that pub on the agenda but they knew nothing about it.  Clerk apologised for not informing pub as thought pub notified of Community Asset.

877.  APOLOGIES.

Cllr. Richard Johnston NKDC for Skellingthorpe and Eagle.

878.  TO RECEIVE DECLARATIONS OF INTEREST.
None.

879.      MINUTES OF THE MEETING HELD ON 13 AUGUST 2025.
The Chair proposed that the draft minutes should be adopted as a true record, this was resolved, and they were signed by the Chair.

880.  PLANNING.
a.  25/0995/HOUS – Aubourn Farm, Wigsley Road.  Erection of two storey side extension to existing detached agricultural workers dwelling.  Agreed.
b.  25/0916/LBC – Red House Farm, Spalford Lane.  Repair northeast roof and remove conservatory.  Agreed.
c.  Cricket pavilion – a new cricket pavilion is planned which is larger than the present one but is to be erected in the same area.  Agreed.

881.  MILL DAM DYKE AND WATER COURSE.
More engagement needed with Lincolnshire County Council in particular the Environment division.  A meeting is to be arranged.  Councillor Walsh reinforced letter to be written to Caroline Johnson MP outlining present position.  One unofficial channel mentioned that there is to be some dredging of the dyke at the corner of Chapel Lane and School Lane.

882.  SEWERAGE WORKING PARTY.
It was proposed by Cllr Susan Walsh to write to the chief executive of NKDC to request a moratorium on new planning applications in the village because the sewerage system is beyond capacity.  All agreed.

883.  VILLAGE HALL.
Due to a lack of numbers on the Parish Council and not yet understanding the position the Village Hall is in, there will be no involvement by the PC at this stage.  Councillor Walsh asked if the villagers knew the implication of closing the Village Hall.  Sue Booth advised the room on enthusiasm for coffee mornings and craft classes.  Three Councillors will attend the Village Hall AGM on 18th September 2025.

884.  ALLOTMENTS AND STATE OF GATES.
The gates nearly all need replacing.  It was agreed to have a rolling programme for replacements.

885.  WHITE HART PUBLIC HOUSE.
A villager had asked about the White Hart Community Asset, was it still in date?  As it was close to the deadline it has now been renewed.  The Clerk apologised to the White Hart owners that she had not been in contact.  The Clerk will speak with the owners.

886.  EMERGENCY PLANNING.
Staffing is an issue.  It will go on the agenda at the next meeting.

887.  JUBILEE GARDENS.
Noble Foods had offered to help in the village.  Chairman to ask. It will go on the agenda at the next meeting.

888.  NORTH SCARLE MATTERS.
Chairman is dealing with present issue.  Due to present situation with staffing should we aim just to have a pre-Christmas edition?

889.  LINCOLNSHIRE COUNTY COUNCIL.
No member present.

890.  NORTH KESTEVEN DISTRICT COUNCIL – Cllr Chris Goldson-
Tarmac company still offering grants to village – maybe village hall could benefit.
A meeting on Heritage Room and Parish Council on Friday 19th September at Communal Room, Kesteven St, North Hykeham.  The Parish Council knew nothing about this.

891.  MONITORING OF TRAFFIC ON EAGLE ROAD.
Parish Council not aware but will make contact with highways.

892.  NEXT MEETING
15th October 2025 7.30pm at the Village Hall.

*  Post meeting note.  Following the resignations of majority of Councillors, the meeting was moved back to 20 October 2025 to allow North Scarle Parish Council the opportunity to co-opt Councillors straight away, if no election is called.

893.  CLOSED SESSION
It was resolved to move into closed session at 20:22.

894.  HERITAGE ROOM.
The ‘Tenancy at Will’ agreement was signed by the Clerk.  Further details will be discussed at the meeting on 19th September.

895.  CLERK APPLICANT.
To have informal chat with Clerk and Cllr A Walsh.  Clerk’s training is a priority.

896.  PARISH COUNCILLOR.
Applicant pending.

897.  CLLR HOUGTON RESIGNATION.
To be notified to LALC.

898.  BRIDGE WORK MAY BE PROJECT FOR TARMAC.
To be placed on next agenda.
