Minutes of a Meeting held on

16 January 2019 at 7.30pm in the Church Hall

The Chairman welcomed everyone to the meeting.

Open session

  • Potholes on South Scarle Lane had been repaired.
  • Clerk had received notice, via LCC, of a street light out on South Scarle Lane "on a close of 6 houses".  There is no streetlight in this location and the road is not normally lit.
  • Parishioner suggested PC plant new trees and/or hedges.
  • Parishioner reminded PC of his suggestion to plant a tree to commemorate Barbara Wells.
  • Parishioner requested update on the BT phone box - this is currently being restored by the Men's Club and they are looking for suggestions as to its future use.
  • Parishioner requested information needed to become a Parish Councillor.  Election coming up in May and information will be available on NKDC website and published by PC in due course.
  • Parishioner asked if the PC website could include more photographs of interest of the village.  Clerk is happy to add these if they are emailed to her.

There were no Declarations of Interest.

91  MINUTES OF THE MEETINGS HELD ON 14 NOVEMBER 2018

It was resolved to adopt the Minutes as a true record and these were signed by the Chairman.

92   APPOINTMENT OF NEW PARISH COUNCILLOR

It was resolved to appoint Susan Walsh as Councillor (sole applicant).  Mrs Walsh was unable to attend and relevant paper work was given to Cllr Alan Walsh to pass on for completion and return to the Clerk.

93   RESIGNATION OF COUNCILLOR BERYL BAKER

Chairman confirmed Councillor Beryl Baker's resignation with effect from 31 January 2019 and thanked her for her time on the Council.

 94   PLANNING having already been circulated to Cllrs

 7/1751/OUT Land on Chapel Lane - 5 bungalows, parking access road.  Determined and refused.  Parishioner requested reasons for refusal.  Clerk read out NKDC's refusal notice of 26 November 2018.

18/1388/FUL Noble Foods - extension to factory, alterations to two docks etc.  Determined and approved.

18/1627/OUT Land adjacent to 43 South Scarle Lane, erection of 3 dwellings.  Previously circulated to Cllrs and resolved that no objections received.  Comments were made regarding the ongoing problems in the village re drainage/sewerage and the need for the footpath to be extended along South Scarle Lane to the location of the planning application

18/1628/FUL Land adjacent to 43 South Scarle Lane, change of use of land and buildings.  Previously circulated to Cllrs and resolved that no objections received.

17/1199/FUL Land on Eagle Road.  Appeal meeting was held on 15 January 2019 and attended by Cllr David Jennings and Cllr Roger Honey.

18/1668/HOUS 30 School Lane - 2 storey and 1 storey extensions.  Resolved - no objections.

18/1616/FUL Church Farm, 52 High Street - erection of 34no PV panels.  Resolved - no objections but comment was made that plans shouldn't impede the public footpath.

18/1417/FUL Field Farm, Besthorpe Road - siting and occupation of a temporary caravan.  It was resolved to object to these plans over concerns that this would be used as a stepping stone for an application to build a house.  PC have objected to previous similar plans which have been refused by NKDC.

95  HERITAGE ROOM

a)  It was resolved that the PC should obtain a review of the new lease by a solicitor.  Parishioner requested that a further quote be gained from a different solicitor.  Clerk to obtain.

b)  It was resolved to agree, retrospectively, the quote for the work done at the Heritage Room relating to the loft infestation.

96  DOG BINS

It was resolved to obtain further information/prices and Cllr Honey to speak to Clerk to choose bin.  It was reported that dog fouling had been witnessed on Eagle Road.

97  FINANCE

A schedule of expenses since the previous meeting was circulated to the Parish Councillors - there were no queries.  Invoices paid via BACS were signed and counter-signed as approved.

98   PRECEPT FIGURES

Schedule of figures had previously been circulated to Cllrs and was read out by Cllr David Russell.  There were no queries and it was resolved to set the precept at £9,373.57.  Clerk to complete the necessary paperwork.

99   LCC REPORT

LCC Cllr Thompson reminded Cllrs of the dates for Lincoln Transport Strategy stakeholder workshops and survey.  He was reminded of the deteriorated condition of Swinderby Road and Wigsley/Spalford Road junction.  The sunken area on the village hall access road was discussed.

The next meeting will be held on 13th March 2019.
