Minutes of a Meeting held on

13 November 2019 at 7.30pm in the Church Hall

The Chairman welcomed everyone to the meeting.  12 parishioners attended.

Open session

  • Cllr S Walsh read out a report from North Scarle School (attached).
  • Parishioner requested survey of Mill Dam Dyke.
  • Noted that Western Power have broken a sewerage pipe, hence tankers are working at the pumping station.
  • Concerns raised re water being pumped from Eagle Road development on to road.
  • Concerns raised re same development being connected to sewerage system.

MINUTES OF THE EXTRAORDINARY MEETING HELD ON 2 OCTOBER 2019

It was resolved to adopt the Minutes as a true record and these were signed by the Chairman.

19/0964/HOUS - Holme Farm Cottage, Besthorpe Road - it was resolved that there were no objections.

19/1353/HOUS - 29 Chapel Lane - it was resolved that there were no objections.

19/0426/FUL - Holly Tree Farm, Eagle Road - it was resolved that there were no objections.

19/1348/HOUS - 17 Swinderby Road - it was resolved that there were no objections.

PI/0036/18 - Lincoln Proteins Limited - it was resolved to reiterate Council's previous objections and add concerns regarding traffic using cross country routes at night when the A1133 is closed for access.

Cllr Russell read out the determinations for information only.

17/1751/OUT - Land adjacent to Sycamore Cottage Spalford Lane (Chapel Lane).

NKDC PLANNING PROCEDURES

Cllr S Walsh raised concerns regarding the chronology of NKDC's planning notices vs comments vs decision making.  It was resolved to request confirmation of this, particularly in relation to the VARCON on Wells Close.

SEVERN TRENT AND SEWERAGE PROBLEMS

Clerk read out Severn Trent's response to MP.  Many residents are seriously concerned about the problems the village is encountering in this respect, especially on School Lane and Chapel Lane.  It was resolved to organise a meeting (separate to PC meeting) with Severn Trent, Anglian Water, factory representativere and residents representing School Lane and Chapel Lane.

NEWARK AREA TRENT DRAINAGE

Clerk had spoken to Trent Drainage Board who had said that the Mill Dam Dyke is cleared on School Lane on the large sit-on machinery as far as they are able except where road signs prevent it and the section near the corner of Chapel Lane which is unsafe for that vehicle.  Other sections are cleared using a smaller machine or by hand when levels permit.  They growth on the bank doesn’t have any effect on drainage of the dyke.  Cllr Susan Walsh queried who was responsible for the drainage crossing Hives Lane - Clerk will find out.

SPEED ZONES ON SCHOOL LANE

It was resolved to request the 30mph zone be moved to include Church Lane bridge and therefore, all of Church Lane and to request a 20mph advisory zone outside the School.

8.46pm NKDC Cllr Peter Overton left the meeting.

30MPH NOTICE FOR CHURCH LANE

It was resolved that PC would contact LRSP to request a 30mph passive notice for Church Lane.

DOG FOULING

Remains a problem, particularly on Church Lane.  Info to be included in next issue of North Scarle Matters.

PLAY AREA

It was resolved that the PC would contribute no more than £500 towards renewing the play bark at the play area.

STREETLIGHTS

Cllr Honey had requested info re timings of streetlights.  Clerk confirmed they are lit from dawn till dusk.

SENIOR CITIZENS' CHRISTMAS LUNCH

It was resolved that PC would provide this, with funds of up to £300.

NOISE ON HIVES LANE

It was resolved that Cllr Russell will contact the property to try to establish the cause.

OFFICE RENT

Methodist Church have requested a rent increase from £25pw to £30pw.  Resolved to agree.

FINANCES

A schedule of payments made between 1st September and 31st October was circulated to the Parish Councillors - Cllr Jennings requested info re streetlight maintenance invoices - Clerk to provide.  Invoices paid via BACS were signed and countersigned as approved.

LCC REPORT

Cllr Thompson had sent his apologies.  Cllr Honey expressed concerns regarding path on South Scarle Lane.  Resolved to contact Cllr Thompson to request another highways inspection.

NKDC REPORT

Cllr Overton had already left the meeting but had commented there was no further update due to upcoming General Election.

PARISH COUNCILLORS' COMMENTS

Cllr Honey had received a request for a shrub to be planted in memorial garden - Cllr Russell suggested they make request to clerk in writing.

Cllr Honey - new equipment for caravaners in playing field.

Cllr Honey - commented on bad state of grass verge outside School.

The next meeting will be held on 15th January 2020.

It was resolved to move into closed session.

Cllrs agreed relevant response to solicitor's email.

Due to lack of volunteers it was resolved to cancel but revisit at January meeting re possible donation to school event.

It was resolved to reappoint Andrew Ogg for the year ended 31 March 2020.

It was resolved to agree to Digital & Direct banking business application form in favour of the Clerk to enable her to communicate easily with the bank.

Still waiting for second quote.

Resolved that Cllr Jennings will contact second contractor for another quote.

CLERK'S CONTRACT

Resolved that there are no changes.

HEATING IN OFFICE

Clerk confirmed heating is OK as long it can be left on when office is empty.  Cllr Russell will obtain price for small permanent heater.

POTENTIAL SPENDING

Cllrs to consider areas where spending would be worthwhile.  Some suggestions:

Cemetery car park

Allotment trees need cutting back

New benches

New streetlights

Play park improvements.
