NORTH SCARLE ANNUAL PARISH MEETING

Minutes of the Meeting held on

15 May 2019 at 8.40pm in the Church Hall

Cllr Mr David Russell (Chairman) welcomed everyone to the meeting.

The Minutes of the Annual Parish Meeting held on 9th May 2018 were signed as a true record.

Councillor Russell read out his Annual Report 2018/19 which is attached to these minutes.

Reverend Canon Andrew Vaughan reported on the Banks Charity:

Rent in from land £1,100

Total paid out to requests from the Charity £656

Balance £14,676.57

Canon Vaughan gave some information on the background of the Charity.  The full of the charity is Hirgo Badger and Another.

They have been working closely with the village school to help with aspects of childhood poverty helping children attend various sports clubs, also elderly residents with heating costs etc.

He expressed their willingness to help parishioners who have fallen on hard times due to, for example, illness or unemployment.

Roger Honey reported on the Playing Field.

Roger thanked the Parish Council for providing a new dog/litter bin.  The committee are considering starting up a Youth Club at the village hall for approx. age 10+.

NKDC Cllr Andrew Peter Overton. 

Our new NKDC Councillor introduced himself and thanked the people that had voted for him.  He said that he is keen to be available to help and that he is particularly interested in any Highways issues.

The Chairman closed the meeting at 9.00pm

 

Parish Council Report April 2018/19

The Parish Council has had another busy year. We have been pleased to welcome a good number of parishioners to our meetings and have been able to share together our concerns to hopefully make North Scarle a better place to live. We are continuing to have our meetings every 2 months; we met 6 times in the last Council year.   

Lincoln County Councillor Mike Thompson and Councillor Peter Overton have both attended all our meetings during the year. They have continued to give regular updates regarding Local Parish items. 

In May 2019 Cllr David Russell was re-elected as Chairman and Cllr David Jennings was re-elected as our Vice-Chairman.

A new lease for the Heritage Room/Post Office, which was requested by

NKDC was discussed, these discussions are still ongoing. 

At the September meeting we welcomed Mrs Goodacre Parish Council Clerk for Wigsley and Cllr Maureen Dobson representative from Nottinghamshire County Council who raised concerns about the need for the Wigsley Road/Spalford Road crossroads to be improved. I met the Highways representative regarding the above mentioned and discussed all areas of road improvements that needed attending to within the Parish.  

Heavy goods traffic on School Lane is still a concern the Parish Council have obtained – No HGV signs to be placed at either end of School Lane. Unfortunately we are still having problems with speeding through the village and parking on the High Street, we also have plans to erect 30 mile limit signs within the village boundary.  

Various Planning applications have been made received:

Extension to Noble Foods  –  approved by NKDC

Chapel Lane – 5 properties – turned down by NKDC.

South Scarle Lane  – 3 properties –  approved by NKDC

Planning appeal land on Eagle Road – appeal Dismissed.

Cllr Chris Dixon decided to stand down as a Parish Councillor this year; Chris has been a member of the Council for 18 years which I am sure everyone will agree is an outstanding record. We had two other resignations, Cllr Lindsay Nearn due to family commitments and Cllr Beryl Baker moved to Washingborough to live with family, I would like to take this opportunity thank them all for their support as valued members of the Council.  Sue Walsh was co-opted on as a Parish Cllr in March 2019, I would like to welcome Sue, I know she will be a very valuable member of the Parish Council, l also feel her knowledge and background experience will also be very beneficial.

Hayley Broderick joined us in November 2017 as the Parish Council Clerk, Hayley has just completed a full year financial year, l am pleased to say Hayley is now a very important part of our Parish Council and l hope I speak for everyone when I say we are lucky to have her working with us and for us.

Regarding the Telephone kiosk which was adopted by the Parish Council and the Men’s club agreed to be responsible for the renovation. The latest update l have is the kiosk will be installed within the next month following a complete refurbishment.

Allotments - a draft Tenants Agreement was drawn up, it was agreed at March 2019 meeting that the allotments should only be available to parishioners within the Parish.

The Parish Council is working with Severn Trent to try and resolve the issues with drainage/sewerage in the village, this is still ongoing.

It was decided to change North Scarle Matter - Village Magazine to become a quarterly issue from 2019 rather than bi-monthly due to rising printing costs.

I would like to say how lucky we are to have in our village, a Post Office, Village School and the White Hart Public House. I would also like to say thank you to all the volunteers who deliver North Scarle Matters, help at the Monthly Lunch, work on the Memorial Garden/ Jubilee garden, the Pinfold and everyone else who helps to make North Scarle a friendly and pleasant village to live in.
