To all members of North Scarle Parish Council

You are hereby summoned to attend the next meeting of North Scarle Parish Council to be held on Wednesday 19 January 2022 at 7.30pm in the Village Hall.

There will be a 15 minute public forum at the start of the meeting:

  • members of the public may ask questions or make short statements (3 minutes max.) to the Council regarding subjects which are on the agenda. These comments will be noted and addressed by Council at the appropriate point in the meeting and not during the public forum.
  • any comments or questions relating to items not on the agenda should be emailed/posted to the Parish Council. If appropriate they will be added to a future agenda.
  • during the Parish Council meeting, no further comments will be heard from members of the public unless invited to contribute by the Chairman.

2.       To receive any Declarations of Interest in accordance with the Localism Act 2011 and consider any requests for dispensations in relation to Disclosable Pecuniary Interests or other Interests as outlined in the Council's Code of Conduct.

3.       Notes of the meeting held on 10 November 2021 to be approved as the Minutes of that meeting.

4.       Planning applications/decisions - information already forwarded to Parish Councillors:

          Decisions notices – for information only

          21/1557/HOUS – alterations to existing domestic outbuilding to form annexe accommodation ancillary to main dwelling – 30 High Street - determined and approved. Note that comments made at the November meeting regarding the flood bank were subsequently found to be irrelevant, as a flood bank was not proposed, and were not passed on the NKDC.

          21/1573/FUL – construction of equestrian track and fencing – Oakleigh, Spalford Road – determined and approved.

          21/1206/HOUS – flat room extension between bungalow and converted garage (retrospective) – 3 Chapel Lane – determined and approved.

          Applications - comments submitted to NKDC after collation of email responses

          21/1728/FUL – erection of permanent agricultural workers dwelling – Aubourn Farm, Wigsley Road. No objections. 5 no objections, 2 abstentions.

          21/1275/FUL – resurfacing of existing car park with drained gravel surface and installation of kerbing – Cemetery, High Street. No objections as per resolution at item 367.

Appeals – comments submitted to Planning Inspectorate after collation of email responses

          Appeal Ref: APP/R2520/W/21/3275297. Planning Ref: 20/1165/VARCON

          Councillors object unanimously. Further comments sent to planning inspectorate in addition to previous comments sent to NKDC Planning Department:

  • Greater need for a path now that planning for 5 rather than the original 3 properties has been approved.
  • Speeding has been reported on South Scarle Lane and PC will be using a mobile SID.

Applications – resolutions required

          22/0006/TCA – weeping willow tree works – 1 South Scarle Lane.

5.       Schedule of payments made between 1 November 2021 and 31 December 2021 has been circulated to the Councillors.

  • Councillors to raise any questions regarding the payments made.
  • Paid invoices to be signed and countersigned to indicate Councillors’ agreement.

6.       NKDC Councillor Peter Overton report/update.

7.       Sewerage Working Party. Cllr Susan Walsh to provide an update.

8.       Precept figures for 2022/23 – already circulated to Councillors. Discuss and resolve.

9.       Speeding. A complaint has been received regarding speeding on Hives Lane. Should we ask LCC for a Speed Limit Review on Hives Lane? Discuss and resolve.

10.     Finding Fitness. Sports holiday club proposal. Discuss and resolve.

11.     Lincolnshire County Council’s budget proposals for 2022/23.  Discuss proposed 3% increase to Council Tax which is for Adult Social Care so that our view can be submitted by 26 January 2022.

12.     Update on celebration of Queen Elizabeth II Platinum Jubilee.

13.     LCC Councillor Mike Thompson report/update.

14.     Resolve to agree the date of next meeting (9 March 2022).
