Minutes of a meeting held on 13 July 2022 at 7.30pm in North Scarle Village Hall

 

The Chairman welcomed everyone to the meeting at 7.30pm.

Open session:

2 Parishioners expressed concerns regarding a Certified Location (CL) application by the Caravan and Motorhome Club (CMC) on land on Swinderby Road.  The issue was not previously known to the Parish Council so was not on the agenda and the Cllrs could not pass any resolutions on the matter.  The parishioners were advised to contact the CMC with their concerns and ask neighbours and parishioners to support them and to keep the Parish Council informed of any developments.

477     MINUTES OF THE MEETING HELD ON 11 MAY 2002

It was resolved to adopt the Minutes as a true record and they were signed by the Chairman.

478     PLANNING having already been circulated to Cllrs, were read aloud:

22/0396/FUL – The Old Rectory, Besthorpe Road – determined and approved.

479     FINANCES

A schedule of payments made between 1 May and 30 June 2022 was circulated to the Parish Councillors ahead of the meeting.  There were no queries and it was resolved to agree the payments.  Invoices paid via BACS were signed and countersigned.

480     NKDC REPORT

Cllr Peter Overton had discussed the Chairman's letter of 9 June 2022 regarding Mill Dam Dyke with Trent Valley Internal Drainage Board who agreed to discuss it in more detail in September.  Engineer had given quite positive feedback about possible action.

NKDC are encouraging Parish Councils to sign up to their Code of Conduct. 

481     SEWAGE WORKING PARTY

Cllr S Walsh reported that on Tuesday 24 May Severn Trent installed the flow meter on School Lane.  Karl Wilson informed us that they may need to have it set up on their remote monitoring system which is a matter of registering the sim card so they can see what is being discharged into the School Lane sewer remotely.

482     VILLAGE HALL AND PLAYING FIELD

Cllr Coram’s report is attached.

483     GENERAL NOTICEBOARD

The Clerk and the Chairman had looked at prices for a new noticeboard which ranged from £500 to £1,800.  Clerk had suggested PC ask the handyman to price up to build a new open, covered board.  Chairman suggested moving the board to the bridge if a suitable way of fixing could be found.  The current location isn’t very visible but it is felt the parishioners may prefer it in its current location, perhaps at a different angle. Chairman proposed he would approach the handyman for a price then PC would decide on a location for it.  This was resolved.

484     MOBILITY SCOOTER

The PC’s mobility scooter had fallen into a state of disrepair and an agreement had been reached to sell it for £50.  This decision was resolved.

485     MAILBOX DROP OFF POINT

Following a lapse in service provided by the Royal Mail to our PO Box address, the Clerk had requested permission for our old mailbox to be sited in the Pinfold and used as a drop off point for parishioners.  There was some discussion and it was resolved to agree to this. Cllr Coram volunteered to check the box on a weekly basis.  The location was also discussed (inside Pinfold vs Post Office) and it was resolved to place it in the Pinfold so that it was available every day.

486     CODE OF CONDUCT

After discussion, it was proposed and resolved that the new NKDC Code of Conduct would be adopted.  The Parish Councillors signed the relevant receipts to be forwarded to NKDC.

487     HIGHWAYS

The Chairman reported that some work had been done since the drive around.  He requested that a thank you letter be sent to Joe Phillips and Mike Thompson for meeting for the drive around and subsequent work done.  Any problems should be reported on FixMyStreet.

488     PLATINUM JUBILEE SUMMARY

Chairman reported that the event had been success despite the weather.  £750 donations were received from local businesses and thank you letters have been sent.  £320 was also raised on the day.  This money will be spent on another date being arranged so that the dog show and other events that were cancelled because of the weather, can go ahead. The Clerk had circulated a summary of money spent so far and confirmed that the event was within the budget previously agreed by the Councillors at around £1,600. Cllr S Walsh asked about the commemorative medals.  Clerk confirmed she hadn’t received an invoice for them but is happy to pay for them when they are ordered.  Cllr Walsh will find out about them.

489     LCC REPORT

LCC Cllr Thompson read his report which is attached.

490     DATE OF NEXT MEETING

It was resolved to agree the date of the next meeting as 14 September 2022 at 7.30pm.

491     CLOSED SESSION

It was resolved to move into closed session.

492     CLERK’S CONTRACT

The Clerk revised contract was reviewed.  Clerk had confirmed holiday entitlement with LALC.  As some of the policies are outstanding it was felt that the contract shouldn’t be signed until these are in place.  Details of discussion were resolved as agreed.

493     HERITAGE ROOM DOORS

As the previous contractor had raised the cost considerably, revised quotes had been acquired. 

After discussion it was resolved to accept the quote from DS Windows & Doors for £3,378.

The Chairman closed the meeting at 9.07pm

Item 482       VILLAGE HALL AND PLAYING FIELD REPORT from Cllr Coram

I attended a meeting on Monday 4th July.  The main positions of the immediate committee have been filled although hand over notes are proving troublesome.

The minute book still hasn’t been found and the ex-secretary/treasurer is away on holiday.

There has been a building survey carried out and, but there are more surveys needed i.e. electrics, asbestos, legionella and water.  Without past records at the moment, it is difficult to ascertain the requirements and legal checks needed for the insurance and the use of the building by the public.

The Committee has not formally signed in Representatives of clubs involved in the village hall. These Representatives will be trustees with a vote but if unable to attend a meeting they can send someone else but they will not have a vote.

It was decided that all clubs which use the village hall and/or field should affiliate to the Village Hall.  £100 was voted in.

Any bookings for the hall and field should be done through Vicky Thompson.

There is to be a development of a website with links to all areas of the village.  Contact details will be given for all clubs which use the village hall or field.

The Committee was informed that there will be Jubilee follow-on event.  This will include a Dog Show and Kids Sports Day.  Prizes have already been given.  The event will take place on Saturday Aug 27th, which is the Bank holiday, from 12-4 pm, on the playing field.

The proposed Caravan and Motorhome site on Swinderby Road was discussed but no real objections.

At the moment it is expected that meetings will take place once a month until procedures are well established and a development plan established.

 

Item 489       LCC REPORT

Lincolnshire Show 2022

The Show returned for the first time in 3 years having been cancelled due to Covid. Lincolnshire County Council joined with North and North East Lincolnshire with the theme of “One Lincolnshire - Think bigger” and had stand displays, entertainment and “Meet your councillor” events in the marquee. The stand was awarded the “Best in show - non-agricultural stand”.

Highways

Drainage works on Eagle Road completed. Problem found to be due to damage to connection to soakaway by Western Power works.

28/06/22 - Remedial works done on Low Field Lane near culvert but further works planned.

South Scarle Lane inspected.

Spalford Road Junction in programme for 24/25 but I will continue to chase. Recent edge work carried out but FMS report that has broken again.

Folly Lane junction FMS pothole report today and sent to LCC, but Folly Lane is a BOAT not maintainable at public expense so this may not be covered by LCC repairs.
