Minutes of an Extraordinary Meeting held on 30 November 2022 at 7.30pm in North Scarle Village Hall

The Chairman welcomed everyone to the meeting at 7.30pm.

532        MINUTES OF THE MEETING HELD ON 9 NOVEMBER 2022

It was resolved to adopt the Minutes as a true record and they were signed by the Chairman.

533        PLANNING having already been circulated to Cllrs:

Applications

22/1569/FUL – installation of 826 ground mounted solar PV panels - Noble Foods Limited, Hives Lane, North Scarle.  It was noted that some neighbours hadn't been informed by NKDC because they are not adjoining the property.  After discussion it was resolved that there were no objections (all in favour).  It was noted that the field is unused and overgrown (not used for crops).  Comment would be made on the application that we would like to see glare from the structure mitigated and ask whether the noise from the inverter has been considered.  Cllr Russell had suggested visiting the site but it hadn't been possible to arrange this before our meeting.  Cllr Russell and Cllr Jennings will attend if this is arranged in the future.

22/1632/TCA - treeworks - Sycamore - crown raise and reduce limbs.  Leylandii - reduce hedge.  35 High Street, North Scarle.  After discussion, it was resolved that there were no objections.

22/1652/TPO - treeworks - Pine - reduce lateral limb and height. The Gables, 14 Eagle Road, North Scarle. After discussion, it was resolved that there were no objections.

534        RESOLVE TO MOVE INTO CLOSED SESSION

Following advice from the Clerk it was resolved that moving into closed session was not appropriate and it was resolved to continue the open meeting.

535        FINANCE - FUNDS HELD FOR PLATINUM JUBILEE

Parish Councillors were concerned that donations had been made by local businesses towards the Jubilee Celebrations which were curtailed and therefore the funds (£750) are still in our bank account. It was noted that approximately £300 was also raised on the day but that was collected by the fundraising group and was kept by them. In order that the Council financial statements are transparent, after discussion it was proposed by Cllr Coram that we should write to the donors and ask if they are happy for the Parish Council to keep the donations to be used towards other village events and this was resolved. The Chairman proposed that he would try to speak to the Treasurer of the fundraising group to advise him of the situation and follow up with a letter to the group and this was resolved.

The Chairman closed the meeting at 8.22pm.
