To all members of North Scarle Parish Council

You are hereby summoned to attend the next meeting of North Scarle Parish Council to be held on Thursday 17 March 2022 at 7.30pm in the Village Hall.

There will be a 15 minute public forum at the start of the meeting:

  • members of the public may ask questions or make short statements (3 minutes max.) to the Council regarding subjects which are on the agenda. These comments will be noted and addressed by Council at the appropriate point in the meeting and not during the public forum.
  • any comments or questions relating to items not on the agenda should be emailed or posted to the Parish Clerk (details above). If appropriate they will be added to a future agenda.
  • during the Parish Council meeting, no further comments will be heard from members of the public unless invited to contribute by the Chairman.

2.         To receive any Declarations of Interest in accordance with the Localism Act 2011 and consider any requests for dispensations in relation to Disclosable Pecuniary Interests or other Interests as outlined in the Council's Code of Conduct.

3.         Notes of the meeting held on 19 January 2022 to be approved as the Minutes of that meeting.

4.         Planning applications/decisions - information already forwarded to Parish Councillors:

            Decisions notices – for information only

            21/1275/FUL – resurfacing of existing car park including drainage and kerbing – North Scarle Cemetery – determined and approved.

21/1728/FUL – erection of permanent agricultural workers dwelling – Aubourn Farm, Wigsley Road - – determined and approved.

20/1165/VARCON – appeal application to remove footpath provision – Land adjacent to Sundara 43 South Scarle Lane – appeal decision - allowed

Applications - comments submitted to NKDC after collation of email responses

21/1282/HOUS – erection of two storey side extension and single storey rear extension, new wall and pillars and retrospective retention of gates. – 14 School Lane.  2 DOI’s, 2 no objections, 3 objections.  PC objected based on information in the Tree Officer’s report and concerns re drainage in the area.

22/0080/PNAGR – Prior notification for erection of agricultural building – Green Oaks Farm, Hives Lane – 6 no objections, 1 abstention.  PC has no objection/comments.

Applications – resolutions required

22/0136/FUL – erection of agricultural workers dwelling – Field Farm, Besthorpe Road.

 

The White Hart Inn - Correspondence received from Globe Consultants re proposed planning application adjacent to The White Hart Inn.  PC to offer any comments on this proposal to be forwarded to Globe Consultants.

5.         Schedule of payments made between 1 January 2022 and 28 February 2022 has been circulated to the Councillors.

  • Councillors to raise any questions regarding the payments made.
  • Paid invoices to be signed and countersigned to indicate Councillors’ agreement.

6.         NKDC Councillor Peter Overton report/update.

7.         Sewerage working party update.

8.         Village Hall and Playing Field Committee – update from the Chairman.

9.        Highways.  Discuss the best way to bring poor road surfaces and HGV issues to the attention of LCC Highways Department.

10.      Cemetery car park.  To discuss amendments.

11.      Update on celebration of Queen Elizabeth II Platinum Jubilee.

12.       LCC Councillor Mike Thompson report/update.

13.      Resolve to agree the date of next meeting (11 May 2022).

14.      Resolve to move into Closed Session.

15.      Discuss quotes to supply and fit new doors at the Heritage Room/Post Office.

16.       Discuss Clerk’s pay scale.
