Minutes of a meeting held on 9 November 2022 at 7.30pm in North Scarle Village Hall
The Chairman welcomed everyone to the meeting at 7.30pm.

514 TO RECEIVE ANY DECLARATIONS OF INTEREST
None.
515 MINUTES OF THE MEETING HELD ON 28 SEPTEMBER 2022
It was resolved to adopt the Minutes as a true record and they were signed by the Chairman.
516 PLANNING having already been circulated to Cllrs, were read aloud:
22/1468/HOUS – demolition of part of existing building and replacement with 2 storey extension – Mill House Farm, Eagle Road. All in favour. It was resolved that there were no objections.
22/1537/TCA - Treeworks - sycamore - fell - Land adjacent to, 8 Church Lane. Majority in favour (6:1). It was resolved that there were no objections.
517 FINANCES
A schedule of payments made between 1 September and 31 October 2022 was circulated to the Parish Councillors ahead of the meeting. There were no queries and it was resolved to agree the payments. Invoices paid via BACS were signed and countersigned.

The Chairman has some invoices outstanding as follows and it was resolved that these will be refunded to him in due course.

518 COMMUNITY INFRASTRUCTURE LEVY
The end of year report for 2021/22 had been circulated to Parish Councillors ahead of the meeting. It was resolved to agree the report which will be published on our website.
519 NKDC REPORT
Cllr Peter Overton was absent and a report had not been received.
520 WESTERN POWER ELECTRICITY WORK ON PARISH COUNCIL LAND
Western Power had requested permission to lay an electricity cable in a field belonging to the Parish Council on Wigsley Road. The Chairman and Cllr A Walsh had met with Western Power at the location and discussed location, direction and depth and as this work was urgent, Councillors had agreed to this via email and it was resolved to ratify this agreement.
521 LINCOLNSHIRE POLICING POLICY PRIORITY FEEDBACK FORM
After discussion it was agreed to suggest improvements of:
1. More police/PCSO visibility in the village.
2. Make it easier to get in touch (speak) to local police.
Cllrs can also reply as individuals.
522 TREE AND HEDGE PLANTING
We have had information from a charity regarding free trees/hedges available. Councillors agreed it would be useful to take advantage of this at a later date. Possible locations - continuation of replacement hedge at the Church and the dividing hedge/treeline in the cemetery/car park. The Chairman thanked Mr & Mrs Fenhoulet for watering the hedge plants already planted at the Church.
523 POST OFFICE - SMART METER
The possibility of a smart meter was discussed. Due to the nature of the business, it was resolved that a SM was not required.
524 KING CHARLES III CORONATION
The possibility of a village event was discussed. It was resolved that the PC would not organise an event but would be happy to consider supporting an event if it was approached by a "committee".
LCC Cllr Thompson reported as follows:
Lincolnshire Fire and Rescue Community Risk Management Plan
Lincolnshire Fire and Rescue develops a Community Risk Management Plan every four years. Work has started on the next CRMP which will be published in April 2024. The plan weighs up the biggest risks to people, places and the environment and explains how resources will be used to reduce those risks and keep people in Lincolnshire safe.
Data is used to understand the risks, but what you tell us is vital. This first stage will help us understand more about what you see as the main risks.
The CRMP engagement survey is about identifying what people in Lincolnshire think are the greatest fire risks to them and is open for responses until 2pm on Wednesday7thDecember 2022.You can find more information, and the opportunity to participate at www.letstalk.lincolnshire.gov.uk/crmp
Cllr Thompson has reminded his Highways manager about the state of Wigsley Road junction.
526 DATE OF NEXT MEETING
It was resolved to agree the date of the next meeting as 11 January 2023 at 7.30pm.
527 CLOSED SESSION
It was resolved to move into closed session.
528 ALLOTMENT TREES
Only 1 quote had been received by the Clerk so it was resolved that this item would be included again on the next agenda.
529 STAFFING MATTERS
Staffing matters were discussed, amended and resolved. The Clerk will deal with the necessary administration.
The Chairman closed the meeting at 8.52pm.
